Revitalization Manager Print Subscribe Class Title Revitalization Manager Class Code 5102 Salary $132,433.60 - $173,534.40 Annually + Definition + Benefits Classification Description Summary DISTINGUISHING CHARACTERISTICS Under administrative direction, directs, manages, supervises, and coordinates assigned economic development, redevelopment and revitalization programs, projects, services, and activities; prepares planning and policy documents; assists new businesses, developers, residents and other public or private entities in the investment or expansion of operations within the City; develops and implements strategies for the revitalization of deteriorated properties within the City; develops and administers City property asset plan; manages City property program; assists in the preparation of economic development strategies and programs; implements projects leading to business expansion, real estate development, and creation of jobs within the City; coordinates assigned activities with other divisions, departments, and outside agencies; and provides highly responsible and complex administrative support to the City Manager. Essential Functions The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. Assist new businesses, developers, and other public or private entities in the investment or expansion of operations and the removal of blighted structures or properties. Coordinate the inventory of vacant sites and spaces with the local real estate community; design and execute marketing strategies for vacant sites. Identify and confer with private developers and established partnerships in support of development projects; coordinate development activities between private developers and the City; negotiate complex and sensitive development issues. Participates in the accomplishment of organizational, departmental and workgroup goals and objectives. Develop strategies, programs, practices and policies that will lead to the improvement of housing, neighborhood conditions and small business retention and recruitment. Develop compositions by putting various plans in writing, writing reports and other documents and creating collateral materials in support of the plans. Manage consultants in the preparation of plans and studies. Appear before and advise the City Council and City Manager on matters related to the City's internal audit program. Prepare and manage project budgets. Recommends policies, ordinances and regulations that will support revitalization of blighted areas. Handles public relations by making phone calls to, maintaining personal contact with and making public presentations to non-profit organizations, business and property owners, potential investors, realtors, civic organizations and other groups, and members of the interested public pursuant to the objectives of the position. Performs communication functions by attending various public and internal meetings, performing internal planning duties, and meeting with the Assistant City Manager on a regular basis regarding objectives of this position as well as general program objectives. Writes grant applications to federal, state and private sources seeking funding toward revitalization goals; access layered funding streams including tax credits, state and federal funding, and other grants. Performs research on demographic, economic and market data to support strategy development and departmental efforts. Communicate and interface with citizens, the community, and the media to promote and support economic development strategies; conduct public speaking engagements. Manage the City property program including the development of a property asset plan. Prepare scope of activities to be funded for various economic development projects; review consultant qualifications and obtain outside expertise on development projects. Negotiate property purchases on behalf of the Redevelopment Agency and the City of Reno; negotiate the development and disposition of Redevelopment Agency property. Attend and participate in a variety of professional group meetings with public and private organizations; discuss and resolve complex community issues. Prepare written and graphic reports containing specific recommendations on assigned economic development or revitalization matters. Develop economic indicators and demographics of the City. Supervise employees to achieve program and City goals. Perform related duties as required. Minimum Qualifications The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties. Principles and practices used in the sale and acquisition of commercial real estate. Principles and practices of neighborhood revitalization and community engagement. Concerns and interests of local community, businesses, and other public agencies. Methods and techniques of dealing effectively with the public. Principles of business letter writing and report preparation. Alternative funding methods and procedures. Pertinent federal, state, and local laws, codes, and regulations. Ability to: Oversee and participate in the management of a comprehensive economic development, redevelopment and revitalization projects and program areas. Identify and confer with private developers and established partnerships in support of economic development projects. Negotiate contractual agreements related to redevelopment or revitalization of properties. Perform research, data collection, and analysis. Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. Respond to requests and inquiries and deal effectively with the general public. Research and develop alternative funding sources for economic development projects. Prepare clear and concise administrative and financial reports. Interpret and apply federal, state, and local policies, laws, and regulations. Work in a team based environment to achieve common goals. Coordinate multiple projects and complex tasks simultaneously. Meet the physical requirements to safely and effectively perform the assigned duties. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work. Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Education/Training: A Bachelor's degree from an accredited college or university with major course work in public administration, business administration, finance, economic development, planning, or a related field. A Master's degree is preferred. Experience: Four years of increasingly responsible experience in economic development, redevelopment, planning, land development, code enforcement, program administration or related field. Public sector operations and administration experience preferred. License or Certificate: Possession of an appropriate, valid driver's license.
