Job Description
The Resource protection Program Manager plans, implements and administers NANA’s Resource Protection Program. The employee will ensure that resources are protected and see that no unauthorized persons are abusing, misusing, or trespassing on NANA’s lands. All duties are to be performed in accordance with NANA’s mission, vision, and values.
Responsibilities
Ensure that patrols are being performed on all NANA lands by boat, airplane and snow mobile.
Plans, develops, implements, and manages NANA’s regional resource protection program, activities, and contracts.
Plans and prepares annual protection program budget.
Coordinates assigned land program activities with other public/private landowners as well as public law enforcement agencies.
Seeks additional funding from regional organizations and negotiates such contracts as well as contracts for associated support services.
Recruits, hires, directs, and trains resource protection officers. Establishes and implements an organized system of supervision.
Spend part or all of the protection program in the region, supervising staff and patrolling.
Takes positive steps to promote shareholder employment and developmental goals.
Prepares and implements a public information program for the region.
Ensures trespassers will be issued written notice of trespass if warranted. Assists in the preparation of legal action, if warranted.
Develops and administers contracts for clients. Prepares evaluation criteria for all contracts.
Other duties that are pertinent to the department or team success also may be assigned.
This position is responsible for the supervision of staff.
Qualifications
High School Diploma or GED equivalent.
At least five years of directly related lands experience that evidences a knowledge of state trespass regulations, NANA’s land policies/practices, federal, state, and local land management laws and programs, a knowledge of NANA and its region, and ANCSA and ANILCA provisions.
At least three (3) years’ experience demonstrating strong supervisor capabilities.
Must be able to operate basic GPS equipment and programs
Must evidence exemplary interpersonal communications skills.
Must be diplomatic and able to deal with people under potentially confrontational and adversarial situations.
NANA Shareholder preference and a familiarity with boat navigation in the river and lake systems in the area is desired.
Working Conditions and Physical Requirements
Weather: Outdoor, frequently exposed to arctic conditions.
Noise level: Moderate to Loud
Description of environment: This position is located in remote villages of the NANA Region. Must constantly be able to stand, sit, walk, climb, push, pull use hands and arms, stoop, kneel and crouch. Physical requirements: Employee is required to occasionally lift and/or move up to 25 lbs. Frequently required to sit, stand, walk, use hands/fingers to handle or feel, climb, stoop, kneel, crouch or crawl, talk/hear, see, taste/smell, and carry weight/lift.
Travel: Employee may travel to remote areas, such as the Red Dog Mine or in the NANA Region and may be required to use alternative modes of transportation, including but not limited to snow machines, boats, small airplanes and ATVs.
