Purpose
Assists the OVPR portfolio, colleges and organized research units across the University with identifying, developing and acquiring external funding for research, scholarship and creative activity in STEM disciplines. Develops strategies to increase external funding from key sponsors to the University.
Responsibilities
As a member of the OVPR Research Development team, reporting to the Executive Director for Research Development, provide comprehensive proposal development services to small or large teams of principal investigators (PIs) pursuing external research funding. Special emphasis is placed on U.S. Department of Defense basic research (6.1) and other major STEM sponsors. Proposal development duties include obtaining competitive intelligence on funding programs; facilitating PI team building and ideation; substantive editing of proposal sections; and organizing external reviews of proposals. Work cooperatively with grant/contract specialists, a competitive intelligence officer, graphic design support and other members of the OVPR Research Development team in pursuit of these objectives
Remain current and knowledgeable about UT’s research capabilities, facilities and engagement opportunities by regularly interfacing with PIs. Organize and host 2-3 research symposia each year, both in Austin and in Washington, DC, selecting topics and recruiting panels of faculty, industry and funding agency representatives. Supervise and work with the Associate Director – Defense Research Relationship Manager in planning and hosting these symposia, with logistical support provided by the OVPR Research Development Engagements team. Connect UT researchers and help them build relationships with key DOD funders across all branches, with goals of staying informed of forthcoming DOD funding priorities. Supply research information to Government Relations teams to support DOD-related research Congressional requests.
Produce content for and lead periodic proposal development lectures or workshops that provide strategic guidance to PIs pursuing external funding. Design and deliver content to help PIs build their skills in securing DOD-specific funding including YIP/YFA, DURIP and MURI funding. Map UT’s historical successes with sponsors using agency and university sponsored projects data. Leverage these data, combined with input from relevant PIs and colleges, to identify and implement strategies for increasing PIs’ competitiveness in pursuing external funding
Contribute to the overall success of the OVPR Research Development team by performing other duties as assigned
Required QualificationsU.S. Citizenship is required for this role.
Ph.D. in a STEM discipline and familiarity with major federal/private funders of physical science and engineering research, as evidenced by contributions to proposals for these funders.
Strong writing and editing skills with attention to detail.
Proficiency in Microsoft Office programs.
5 or more years' experience in research development with a track record of developing or writing successfully funded research grants for DOD, NSF, DOE or other STEM sponsors.
Relevant education and experience may be substituted as appropriate.
Preferred QualificationsDemonstrated ability to coordinate and manage program delivery involving university faculty participants.
Ability to distill complex research and scholarly concepts into simple terms that convey impact to general audiences.
Experience developing and managing research projects for the DOD including proposals, budgets, spend plans, quad charts and related documents.
Fluent in differences between DOD and academic culture.
Ability to prioritize academic requirements and capabilities.
Experience with NIST 800-171 (CUI), ITAR, DFARS compliance frameworks and/or related controls with the ability to guide researchers on challenges with work that is not considered fundamental.
Familiar with CHIPS and Science act restrictions and NSPM-33.
Experience with Microsoft Sharepoint platform.
