Regulatory Manager

About the role

The Manager, Government Affairs is a major contributor and owner of mission critical workflows to communicate proposed and enacted legislation, regulations, bulletins, and other regulatory guidance to impacted business units.  The Manager Government Affairs is responsible for tracking legislative and regulatory developments in assigned jurisdictions, drafting summaries of high priority items, and communicating client-focused memoranda to Oscar’s compliance team advising of business impact upon passage.

You will report to the Associate Director, Regulatory Operations.

If you live within commutable distance to our New York City office (in Hudson Square), our Tempe office (off the 101 at University Dr), or our Los Angeles office (in Marina Del Rey), you will be expected to come into the office at least two days each week. Otherwise, this is a remote / work-from-home role.

Pay Transparency:

The base pay for this role in the states of California, Connecticut, New Jersey, New York, and Washington is: $108,000 - $141,750 per year. The base pay for this role in all other locations is: $97,200 - $127,575 per year. You are also eligible for employee benefits, participation in Oscar's unlimited vacation program and annual performance bonuses.

Responsibilities Mentor colleagues on legislative and regulatory review and implementation. Manage policy and legislative review process for assigned matters, while identifying and tracking newly proposed and effective laws and regulations in assigned jurisdictions. Prepare clear, concise, user friendly summaries and analyses based upon client needs of newly effective laws and regulations and assist with company implementation. Present to internal audiences in appropriate forums on priority legislative and regulatory policy developments. Partner with PRO Counsel, Government Affairs colleagues, and cross functional business partners to clearly digest and communicate legislative, regulatory and subregulatory developments. Develop, implement and  manage sustainable processes which simplify our growing team’s outputs while ensuring high quality deliverables. Manage related tasks as assigned by the Government Affairs Counsel. Compliance with all applicable laws and regulations. Qualifications A Bachelor’s degree in the humanities, legal studies, health care administration, political science, public policy, public administration, public health, or other relevant field, or a combination of education and experience. 5+ years of legal or regulatory experience, ideally in the health plan/managed care space. 2+ year experience with Westlaw, legislative tracking software, and Google Workspace. Bonus Points Familiarity with the Affordable Care Act and Healthcare.gov or other State Based Exchanges. Experience with Oscar markets. Experience working with attorneys and internal stakeholders.

Pay Transparency:  Final offer amounts, within the base pay set forth above, are determined by factors including your relevant skills, education, and experience.
