Registrar (5-year fixed-term, performance-based contract, with an option of renewal for a further term)

1.  Governance Alignment

 Ensures compliance and corporate governance in line with best practice.   Ensures the efficient management of governance structures   Ensures that Institutional protocols and procedures are followed and that applicable rules and regulations are complied with.  Provides guidance to chairpersons, councillors and senators on their responsibilities and be a source of professional advice.  Keeps  formal records of governing body proceedings.  Keeps under continuing review the institution’s system of governance to ensure that best practice is maintained.  Provides leadership in ensuring that the University adheres to Higher Education requirements.

2.  Regulatory Compliance

 Acts as custodian and repository of binding contracts and agreements. Advise on matters relating to student discipline in compliance with University rules. Instructs and liaise with the University’s attorneys in matters concerning litigation.

3.  Administration

Ensures management of the University information compilation for public, applications and admissions. Manages the registration process of students to ensure bona fide studentship. Ensures effective and efficient management of examination, students’ marks, student records, graduation and certification of students. Manages the service unit’s transformation.  Manages the provision of  student profile statistics  Manages the provision of an institutional archiving system  Contributes to the management of special project such as,  Credit Management Unit; Institutional BPR; Enrolment planning.

4.  Strategy Development & Implementation

 Provide strategic leadership for the Office of the Registrar to ensure high performance and enhancement of service unit’s image

5.  Human Resource

Overseeing and ensuring effective people management Takes responsibility for recruitment of staff for the office Ensure that staff have job descriptions Effective performance management and Professional development  Manage the head count to ensure that it stays within the approved budgets. Ensure adherence to the University rules & regulations  Identify training needs and career development. Manage application for leave, including request for travelling.

6.  Internal/External Relations

Maintain a close contact with the Department of Higher Education and Training to ensure that the University is up to date with the developments in tertiary institution administration matters. Nurture existing and develop new relations with other global players i.e. education institutions, embassies, international sponsors, international educators’ associations Facilitate the bi-directional movement of students for the purposes of completing part or full studies abroad and at CPUT Create opportunities for students and staff to take advantage of exchange agreements in areas of teaching, learning, research and culture

7.  Financial Management & Budget

Contribute to the strategic financial management objectives of the University. Align the department’s financial management to the strategic Objectives.  Review and monitor Administrative budget Ensure that the department annual budget is drawn up according to the University budgetary requirements.  Approve major payments (delegate the rest) Manage the financial expenditure for the Registrar's office and that of reporting structures through budget control systems and accurate financial reporting.

8.  Project Management

Contribute to the Executive Management projects. Manage Delegated projects on behalf of the Executive Management. Provide projects’ reports done under own leadership.
