Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders . Florida State Hospital (FSH) is a mental health treatment facility owned and operated by the State of Florida and is part of the Department of Children and Families. This is a highly responsible and professional position that will serve as a Registered Nurse Consultant – After Hours. T his position will collaborate with each section within the state facilities and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented. Specific Duties and Responsibilities include: + ESSENTIAL FUNCTIONS: Promote the mission, vision, and values of the organization. Assess resident care requirements of each unit, by making rounds. Serve as a resource to staff for solving problems. Assess the needs of the Unit nursing personnel and assist them with meeting these needs. Develop and implement staffing plan for shift based on resident acuity, resident census and available staff. Work collaboratively with nursing and ancillary staff to solve problems in a fair, consistent timeframe. Act as a resource in identifying and solving administrative/operational issues. Must possess excellent nursing assessment skills, excellent documentation skills, excellent communication skills, and be familiar with a wide range of medications and their therapeutic and/or adverse effects. Must demonstrate leadership characteristics and be able to lead others without prejudice. Ability to assess and manage difficult circumstances and formulate a solid action plan in adherence to all policies and procedures. Maintenance of licensure and all required CEUs. This also includes any and all nursing functions which may or may not be listed above that naturally fall under the purview of a registered nurse and are a requirement for licensure. + The incumbent in this position will provide direct oversight of hospital wide operations during evenings, nights, holidays and weekends. The position will coordinate, monitor, and evaluate compliance with established standards, procedures and policies related to resident care. Serve as lead nurse and provide consultation to all direct care and nursing staff and address staffing levels thru communication and coordination with Unit Nursing Supervisors. Serves as the point of contact between the Unit nursing personnel and all other disciplines for all hospital operations occurring after normal business hours. Ensure notification of all reportable events are communicated to Administrator On Duty and other disciplines within established timeframes. Manages nursing care delivery and provides support to nursing personnel. + Leads nursing personnel and maintains a healthy, collaborative team environment. Provides support, guidance and feedback to staff. Holds regular meetings with nursing staff to communicate expectations, policy and procedure changes. Evaluates job performance thru direct observation and identify training needs of nursing and/or direct care staff and report needs for additional training to Nursing Training Dept. and Unit END. Develop and Conduct training sessions on identified issues to improve delivery of care to residents and to enhance employee performance and promote employee growth. Provides corrective counseling conferences as needed with the identified staff’s supervisor/manager. Responsible for orientation of new nursing personnel. Serves as a mentor for newly hired nursing personnel. Completes an end of shift report comprised of all adverse or Level II events, communication with on call providers or ancillary depts., and any other pertinent information and submits electronically to designated group. + Communicates revisions of hospital operating guidelines, processes, procedures and policies, or deletions/additions nursing personnel and ensures all training is completed within established timeframes. Provide input on current guidelines, processes, policies and procedures to improve the flow of hospital operations and improve overall efficiency. Ensure standards for nursing care meet guidelines established in 65E5, Florida Administrative Code. + Reviews nurse staffing levels for all Units and makes necessary adjustments to ensure the standard of care is upheld for all residents. Communicates changes in assignment location to Unit Nursing Supervisor and/or employee directly and maintains a record of same to ensure equality with process. Receives call-ins, records the contact and maintains record of data. Notifies Unit END and CONS of all call-ins by email and submission of contact slip. Assists with development of work schedules and monitors leave and attendance records of nursing staff and reports data accordingly. + Rounds in all units at least once every shift to ensure the delivery of services are being carried out per established standards and in accordance with all operating processes, guidelines, policies and procedures. Reports to Unit anytime a resident needs transport off campus for medical reasons and ensures all documentation is completed and notifications are made. Reports to and assists with all Medical Emergencies on campus, all use of Seclusion and/or Restraint and any other event defined as a Level II Event and ensures all documentation is completed and notifications are made. Responds to Unit, at the request of the Nursing Supervisor or Lead RN, to provide assistance or guidance with skills or other tasks. + Serve as the single point of contact between nursing personnel and other disciplines in regards to any issues that arise after normal business hours. Communicate all needs of Unit nursing personnel, after normal business hours, to on call disciplines including but not limited to Pharmacist, Dentist, Maintenance/Operations/Transportation, Legal and Psychiatrist, to enhance delivery of services to residents and to provide for a safe environment for residents and staff. Maintain a call log of all communication with all disciplines to prevent a delay in the delivery of care/services or to enhance the delivery of care/services. Contact representatives of departments not presently at the hospital for assistance with problem solving, timely and appropriately if needed. + Serve as the single point of contact between nursing personnel and other disciplines in regards to any issues that arise after normal business hours. Communicate all needs of Unit nursing personnel, after normal business hours, to on call disciplines including but not limited to Pharmacist, Dentist, Maintenance/Operations/Transportation, Legal and Psychiatrist, to enhance delivery of services to residents and to provide for a safe environment for residents and staff. Minimum Qualifications: + Licensure as a Registered Professional Nurse in accordance with Florida Statute 464 or eligible to practice nursing in accordance with Florida Administrative Code 210-8.27 and four years of professional nursing experience, two years of which must have been in a supervisory or administrative capacity. + A bachelor's degree from an accredited college or university with a major in nursing can substitute for one year of the required general professional nursing experience. + A master's degree from an accredited college or university in nursing can substitute for two years of the required general professional nursing experience.
