Minimum Qualifications
MINIMUM QUALIFICATIONS:
Possession of a current Louisiana Registered Nurse license or a temporary permit or multi-state license issued by a Nursing Licensure Compact (NLC/eNLC) state to practice as a registered nurse plus one of the following:
Two years of experience as a licensed registered nurse; OR
A bachelor's degree in nursing plus one year of experience as a licensed registered nurse; OR
A master's degree in nursing or public health plus one year of experience as a licensed registered nurse; OR
A doctorate in nursing or public health.

Examples of Work
This is a Registered Nurse 4 assigned to Iberia Parish Health Unit and St. Martin Parish Health Unit in the Region 4 Office of Public Health and works as a lead nurse over a programmatic service line in a large parish health unit. Assists in the provision of public health nursing activities in any clinical settings, participates in parish level health unit operations and performs job duties as outlined and assigned. The RN 4 practices within the scope of practice designated by the Louisiana Nurse Practice Act (LRS 37:911) and adheres to the policies, procedures, and standards of the Louisiana Department of Health / Office of Public Health. Administrative supervision is received by the Registered Nurse Supervisor A.
45% Serves as a lead nurse in the Iberia Parish health unit. Will be expected to provide staffing support to St. Martin Parish Health Unit on a routine basis and travel to other Region 4 parish health units as needed at the request of the Nurse Supervisor A and/or the regional office leadership team. Establishes short and long-term goals and planning for any OPH program, implementing new nursing programs, supporting existing programs, and working to increase efficiency and positive health outcomes within the assigned parishes. Leads activities of specific clinics to ensure that patients receive needed services, program requirements are maintained and that appropriate follow up appointments or treatments are provided. Assists the RN Supervisor A in the identification of community health status indicators. Assists the RN Supervisor A in the Performance, Planning, and Review of community health outcomes in the public health unit. Assists the RN Supervisor A with clinic and staff schedules. Participates in Total Quality Management process by adhering to OPH policies and procedures, which reflect the standards of public health, and nursing care performance. Assists the RN Supervisor A in the development, implementation, and Continuous Quality Improvement Plan for the parish health unit. Assists the nursing supervisor in the collection of services and data for parish and regional leadership needs. Adheres to HIPAA rules and regulations regarding client health information. Serves as a certified Sexually Transmitted Infection Clinician. Conducts nursing assessment of patients, obtains complete health histories, and obtains pap smears, lab tests for chlamydia, gonorrhea, trichomonas, Hepatitis C, syphilis, and HIV. Interprets laboratory reports for appropriate intervention, treatment, and follow up according to the standing orders established by the OPH STD program. Refers patients to other providers, clinics, or community agencies if appropriate. Participates and collaborates with Disease Intervention Specialist in the contact investigation, treatment, and education of individuals infected with communicable diseases, i.e. Hepatitis, Tuberculosis, and Sexually Transmitted Infections.
35% Functions as Lead Nurse for an assigned OPH program, which may include Reproductive Health, Immunizations, and Tuberculosis service lines. Interprets laboratory results for appropriate intervention, treatment, and follow up according to established protocols. Utilizes the nursing process of assessment, planning, implementation, and evaluation in the practice of professional nursing. Provides nursing care for all parish programs such as WIC, Immunizations, Tuberculosis, Sexually Transmitted Infections, and Genetics. Obtains medical history, anthropometric measurements, appropriate blood samples for laboratory tests, interprets results and provides appropriate intervention according to established protocols. Assists APRN clinicians with physical exams in Reproductive Health medical clinics. Refers patient to community resources for treatment and assistance as needed, .i.e., Medicaid, UHC, Nurse-Family Partnership, or other private providers, etc. Educates patients in special procedures, preventative education, self-breast examinations, birth control methods, STI and HIV prevention, etc. Able to work in multiple electronic systems, data collection databases, and training platforms for ongoing public health needs, including the electronic medical record, LINKS, Moodle, RedCap, Starlims, Quest, LEO, and Outlook email.
15% Administers immunizations and other medication as appropriate, providing education on adverse reactions and care of reactions. Enters data of vaccines administered in the state wide LINKS (computerized system). Administers direct observation therapy to tuberculosis patients and contacts. Completes social summaries and administers medication for patients with genetic deficiencies. Provides the following: instructs patients (individually or in groups) on personal hygiene, preventive health care, nutrition, pre and post-natal care, and proper home care for special medical and physical conditions. Educates clients about pregnancy, child growth and development, child injury prevention, parenting, child abuse prevention, tobacco and substance use awareness, early cancer detection, self-breast exam, birth control methods, nutrition, and breastfeeding. Conducts nursing assessment in the clinic, field, shelter, and/or home on infants and children for physical assessments, obtaining medical histories, and the enforcement of recommended health protocols. Serves as a collaborative resource in child abuse cases and provides home visits with OCS if requested. Provides home visits for Sudden Infant Death Syndrome cases to provide family support and education when appropriate. Provides and evaluates emergency care within the scope of nursing practice. Maintains CPR certification. Maintains CLIA/OSHA guidelines in performance of nursing duties. Maintains crash cart supplies on a monthly basis. Participates in emergency preparedness both in the community and statewide, in the staffing of special needs shelters, bioterrorism preparedness (smallpox vaccination, National Pharmaceutical Stockpile), and other public health responses to Weapons of Mass Destruction. Provides on call coverage 24/7 in the event of an emergency. Collaborates with environmental health personnel and regional epidemiologist in collecting data, case management, follow-up, community education, and referral of groups and individuals who are at the risk for exposure to environmental and disease entities,i.e., West Nile Virus, Lead, or Food Borne illness, etc.
5% Attends seminars, workshops, staff meetings, in-service trainings and other continuing education programs as required in maintaining professional expertise and licensing requirements. Accepts and performs additional duties not listed in job description to ensure smooth agency operations at all levels-parish, regional, and state. Utilizes interpersonal communication skills in a customer-focused environment, which includes all disciplines of employees, visitor, and clients.
