Jhpiego partners with country governments to offer person-centered HIV programs in 22 countries and has served as a global leader in translating emerging biomedical HIV prevention science into implementation at scale. Jhpiego seeks a Regional Technical Advisor/ PrEP Implementation Science and Service Delivery Technical Director to work on the multi-country Maximizing Options for Advance Informed Choice for HIV Prevention (MOSAIC) Project. S/he will support the MOSAIC project in the introduction of new PrEP products and will provide technical assistance  to MOSAIC at the global, regional, and national levels, with an emphasis on research implementation as a principal investigator for the CATALYST study, technical assistance for new PrEP product introduction, as well as general policy and program support activities.  This position will be based in Lesotho and provide leadership and direction to the MOSAIC/CATALYST program in Lesotho, in addition to national level support to other MOSAIC/CATALYST country programs in the region. (A subset of 5 MOSAIC-supported countries (Kenya, Lesotho, South Africa, Uganda, and Zimbabwe) are participating in the CATALYST study, and will receive regional technical support from this position).

 

Jhpiego’s Implementation Science and Service Delivery Advisor will be responsible for coordinating CATALYST protocols across the 5 countries participating in the study (Kenya, Lesotho, South Africa, Uganda, and Zimbabwe) and providing technical assistance to ensure uniformity in execution, in collaboration with the MOSAIC prime partner and project consortium members.  This coordination work will involve close engagement with other non-governmental organization implementers supporting HIV PrEP, stakeholders from the US President’s Emergency Plan for AIDS Relief (PEPFAR), ministries of health, and normative agencies, among others. In addition to technical and research leadership on the CATALYST study, the Regional Technical Advisor / Technical Director will provide HIV PrEP technical assistance across an array of HIV PrEP work, including: serve as the organization’s principal investigator for CATALYST protocol and other research protocols arising, serve as the implementation science liaison with an expansive and complex network of advisory committees that include product developers, multilateral normative agencies (WHO, Ministries of Health in Lesotho and in other MOSAIC/CATALYST countries) and consortium members and external advisors; engagement with local partners and private sector stakeholders; coordination of programming to maximize integration opportunities with gender considerations, sexual and reproductive health, and health services relevant to adolescent girls and women;  and, represent evidence stemming from implementation research on research utilization endeavors. 

 

This position will also provide technical assistance to Jhpiego PrEP projects by providing strategic and technical leadership in the development of PrEP materials and implementation approaches. Working closely with field-based and international technical and program staff, the Regional PrEP Implementation Science and Service Delivery Advisor provides technical and programmatic guidance to approximately 10 Jhpiego-led PrEP programs throughout Africa.

 

They will be responsible for providing technical and research leadership, solving problems in short timeframes, while ensuring operational and program quality and integrity. This includes ensuring effective organizational management and communication interacting with other projects, Jhpiego staff and offices across the sub-Saharan Africa region, as well as international partners and agencies (including the WHO, USAID, PEPFAR, MOSAIC and other project consortium partners based in Africa, Europe, and the US. This position will be based in Maseru, Lesotho.

Responsibilities

MOSAIC/CATALYST Research and Technical Leadership

Serve as the Principal Investigator for the Lesotho CATALYST protocol and other related research protocols arising, in coordination with Principal Investigator at the Lesotho Ministry of HealthProvide research and technical leadership to MOSAIC/CATALYST efforts at the global, regional, and national level (in Lesotho, and to other MOSAIC/CATALYST countries in the region including but not limited to Kenya, South Africa, Uganda, and Zimbabwe) to support the introduction of new PrEP methodsPropose and refine research questions encompassing an array of thematic areas to increase access to and speed entry to market of HIV PrEP productsDevelop and support implementation of MOSAIC/CATALYST research methods to address study hypotheses, mindful of desired standardization across multiple countries, and also countries’ interests to address locality-specific gaps in understanding around HIV PrEP programmingServe as the responsible party for providing virtual and in-person technical assistance to and overall coordination among in-country partner organizations and other international stakeholders engaged in CATALYSTEnsure that CATALYST is progressing in a timely manner and yielding deliverables according to scheduleRepresent Jhpiego’s interests and present progress, achievements and lessons learned to the donor and key stakeholders in public and professional circles through meetings, conferences, and presentationsAdvise counterparts on technical issues and participate in relevant technical advisory groups with counterparts and partner institutionsParticipate in and lead technical and research inputs to the MOSAIC annual work planning process in close collaboration with the MOSAIC prime, donor, MOH, project team and project partnersMentor and support country-based staff within Jhpiego offices and among Consortium partners and PEPFAR implementing partners engaged in the CATALYST studyWork with Monitoring Evaluation and Learning (MEL) staff to develop M&E frameworks and effectively track data/resultsWork closely with Jhpiego global and regional staff to ensure effective, timely and coordinated project implementationEnsure compliance with donor and Jhpiego operational policies and regulations

 Regional Technical Support to Jhpiego PrEP Projects

Ensure that Jhpiego’s PrEP programs are safe, evidence-based and aligned with the priorities of host country governments, donors and program beneficiariesCoordinate with other Jhpiego technical advisors in the areas of PrEP and align their efforts to ensure rapid and sustainable resultsContribute to the revision and development of competency-based learning resource package on clinical and communication approaches of PrEPLead and coordinate the design of implementation science research that may promote new initiatives and innovations for future adoptionWrite, co-author and otherwise support the documentation of Jhpiego’s program results in international conferences and peer-reviewed journals and publicationsContribute to increasing depth and strength of Jhpiego’s technical capacity by identifying consultants and potential new staff, including conducting training and providing technical assistance and mentoring as requiredIdentify and disseminate best practices and new technical strategies and approachesDevelop and maintain excellent relationships with colleagues and donors worldwideAdvocate on behalf of Jhpiego with traditional and new partnersAs appropriate, provide technical input to country programs during the development of work-plans and/or long-term strategiesSupport Jhpiego country, regional, or centrally-funded programs with staff training, capacity building and materials developmentKeep relevant Jhpiego leadership and other technical staff informed of successes, challenges, and lessons learned in implementing programs in areas of technical expertiseIdentify and support new program development opportunities as appropriateProvide analyses of new program development opportunitiesProvide technical inputs to proposals as neededParticipate as requested in final review of technical and programmatic portions of proposalsMotivate and mentor assigned staff and consultantsAssist with identification of professional development needs for technical staff Represent Jhpiego in global, ESA regional, and national meetings and conferences Required Qualifications Doctoral degree in public health or a related field8+ years of professional, progressively more responsible management experience of international public health programs phases (design, implementation, monitor, reporting, and financial management)Experience as a principal investigator in research protocols including implementation science for HIV pre-exposure prophylaxis interventions, with specific focus on PrEP Ring and CAB PrEP Minimum of 2 years providing regional technical assistance on multi-country HIV prevention research effortsExperience providing technical assistance and leadership for new PrEP product introduction research in the 5 CATALYST countries (Kenya, Lesotho, South Africa, Uganda, and Zimbabwe)Experience developing and managing relationships with collaborating organizations and/or consortia, and global normative bodies (including WHO) and funding agencies (including PEPFAR) Experience designing and managing complex HIV/AIDS prevention and pre-exposure prophylaxis programs, including those focusing on key and vulnerable populations including AGYWExperience integrating gender equities and norms into programsProven leadership skills and expertise in strategic program planning, implementation and managementAbility to build capacity and collaboration between governmental and non-governmental partners and other project implementersExperience designing and supervising activities with a facility/community interfaceExperience in leading annual work plans, incorporating national Technical Working Groups directives, and collaborating on local action plans.Ability to communicate effectively, instilling trust and confidence.
