Regional PSM Manager

PRIMARY FUNCTION: Primarily responsible for managing Process Safety Management programs for a regional area with applicable regulatory entities (i.e. OSHA, EPA, DHS, CFATS, etc.) requirements, regulations and laws. This role serves as both technical and lead providing a key partnership role interacting with local personnel, to provide guidance in process safety performance and risk management strategies.

RESPONSIBILITIES AND TASKS:    
•    Manage Process Safety Management (PSM) programs, partnering with Operations, Maintenance, Engineering, Safety and Training to ensure hazards are identified, risk is minimized and PSM elements are in place and adhered to ensuring compliance in the designated region.
•    Facilitate communication between internal departments, leadership, and external agencies on critical PSM/RMP performance, non-compliance issues and deadlines
•    Manage, schedule and lead PSM related audits and reviews, analyze findings to identify hazards and determine root-cause; recommend, develop and implement process improvements to strengthen processes
•    Develop, review and maintain Health & Safety programs, policies and procedures, ensuring changes are controlled through internal procedures, communicated effectively and that adequate front-end measures such as management of change are conducted.
•    Develop and implement training in support of Process safety initiatives, and changes in procedures to reduce the frequency and severity of chemical related incidents.
•    Gather, compile and create required reports, for decimation. 
•    Deliver required training necessary for improving the understanding and compliance with applicable programs
•    Maintain and advance knowledge of process safety systems, techniques and technological. 
•    Mentor, coach and train/ cross-train PSM coordinators, encouraging career development; provide consistent feedback concerning strengths and areas in need of improvement
•    Perform other duties as assigned


SUPERVISORY RESPONSIBILITIES: 
•    This position does not have direct reports, but will have indirect supervision throughout the organization directing, apprising and recommending necessary improvements.
•    This is a Leader of People position with required competencies: Sizing up People, Delegation, Planning, Customer Focus and Conflict Management

EDUCATION AND CERTIFICATIONS: 
•    Bachelors’ degree in Safety management, Environmental Engineering, or other relevant fields from an accredited institution.

EXPERIENCE AND SKILLS:
•    •    Minimum five (5) years’ experience in comprehensive compliance management (OSHA, EPA, RCRA, Clean Water Act, etc.); five (5) years relevant Safety Management experience preferred
•    Minimum three (3) years’ leadership experience preferred
•    Demonstrated experience with processes requiring use of chemical processes covered under the PSM standards.
•    Knowledge of government regulations related to EPA, RMP, and OSHA PSM standards
•    Ability to read, comprehend, interpret regulations 
•    Must have good communication skills, both verbal and written with the ability to communicate with all levels of the organization and in a timely and professional manner; multi-lingual helpful
•    Proficient computer skills with knowledge of Microsoft Office suite (Excel, Word, Power Point)
•    Ability to manage multiple projects concurrently with focus on big picture impact and appropriate planning skills to meet deadlines
•    Ability to work in a fast-paced environment using excellent organizational skills and precise attention to detail 
•    Must possess a strong customer-centric attitude, high energy level and a strong sense of urgency

SAFETY REQUIREMENTS:
•    Follow departmental and company safety policies and programs
•    Wear required protective equipment in all areas where mandatory

PHYSICAL REQUIREMENTS:
•    Ability to work non-standard hours (Holiday, weekend, extended shifts) as needed
•    Ability to travel between assigned plants as needed
