The Regional Procurement Manager administratively reports to Regional P&CM Director and functionally to Global Procurement Director. The Regional Procurement Manager liaises with the Global Procurement Discipline Manager for application of PLP Systems, procedures and tools including improvement of best practices and performance of procurement professionals.  

 

Summary 

An active member of the Regional Management Group responsible for all Project and Construction Management operations, for Procurement activities related to project procurement services and business development 

The Regional Procurement Manager provides active leadership to procurement professionals in the Region and support for all Projects being planned and executed through offices. 

 

Key Responsibilities 

Overview and Control of both Home Office and Field Procurement Functions. 

Coordinate with the Global Procurement Discipline and other offices to ensure that practice development initiatives and system development initiatives are visible and applied. 

Coordinate with Engineering, Project Controls and Construction to ensure that EPCM work flows are established and visible. 

Provide guidance to Project Procurement professionals in the performance of their duties. 

Provide assistance to the Global Procurement Team in the development and maintenance of a consolidated database for Suppliers and Contractors. 

Coordinate with Regional P&CM Director to manage procurement resource requirements for the region. 

Actively engage with Business Units in the development of proposals, including the development of procurement services estimates and strategies. 

Accountable for the Recruitment, Induction, Development, Mentoring, Performance Management of regional team members. 

Functional support and advice to Project Procurement Manager (PPM’s) on contractual issues both formation and administration. 

Input to or development of Procurement strategies on projects. 

Conduct Client Presentations and interface discussions, to understand their needs and requirements. 

Perform audits on on-going Projects for compliance with Procurement guidelines and procedures. 

Participate in Project reviews from a Procurement perspective recommend corrective actions when required. 

Participate in and contribute to global procurement operations update, reporting and management  

Establish levels of Procurement Authority, and delegates roles and responsibilities and reporting lines. 

In conjunction with the Project Procurement Manager, works with Project Controls and Commercial Groups on costing, deliverables, estimating, budget man-hours and the like for both Proposals and active Projects. 

Oversee standard project specific contract attachments plus commercial and general conditions for the various types of procurement packages required to satisfy the project scope of work. 

Maintain internal and external peer contacts and keep abreast of new developments for the purposes of ensuring continuous improvement to maintain Hatch as a leader in the Procurement field. 
 

Qualifications and Experience 

 

Essential 

Engineering or Business Degree and extensive experience in Domestic and International Procurement activities. 

Demonstrated, solid experience in a Senior Management Position. 

Has performed Project Procurement Manager Role on Multi Discipline EPCM/EPC Projects Worldwide 

Uphold high level standard of integrity and ethics and compliance 

Excellent oral and written communication skills 

Excellent people management and client liaison skills 

Demonstrated ability to act as a mentor and foster growth in the procurement team 

Thorough knowledge of Companies Corporate Policies and Procedures. 

Comprehensive understanding of Hatch procurement systems and tools. 

Experience and knowledge of working in the Global Procurement Market. 

Detailed knowledge of Contract Law and its interpretation. 

In depth understanding of Materials Management including, Purchasing, Expediting, Quality Control, Logistics and Site Material Control, and contract formation and contract administration. 

 

Preferred 

Specialist training and development courses in Business Law, Finance and Accounting and related Business Subjects.
