The Regional Manager is responsible for the delivery of core recreation services to the community including programming for youth, families and adults in the arts, environmental education, school and day camp programs, adaptive and inclusive programs, sports, aquatics, and self-enrichment programs. Incumbent will be involved in the development of strategic and tactical planning, procurement, and allocation of resources within the region, including but not limited to personnel and budgetary funds. Regional Managers are required to exercise a remarkably high degree of independent judgement. Ability to recognize the need for intervention with any aspect of their operation and notify their supervisor. Errors in judgement may adversely affect the perception and image of the City and could result in excessive liability, embarrassment and expense for the Department and the City. Position reports to the Deputy Director of Programs and Operations. Position Responsibilities Key Responsibilities + Administers all facets of park management in the region including program and service delivery, community involvement including building relationships with park friends and advisory council groups, fiscal management, personnel procedures, contract management and compliance, performance measures, maintenance and cleanliness of facilities and properties and adherence to department policy and procedure + Responsible for training and professional development of regional personnel + Supervises a high-performance team focused on financial self-sufficiency and stewardship + Encourages managers to enlist entrepreneurial strategies for success in this area + Sets and monitors key operational objectives focused on the increase of revenues and the decrease of expenditures + Develops an annual operations budget for the region and effectively monitors budgetary funds allocated and spent + Makes recommendations to the Deputy Director on needed changes to current operating procedures + Monitors key performance indicators, standards of service delivery, and maintenance of properties + Monitors and ensures compliance with department policy and procedure + Communicates regularly with the Mayor’s Neighborhood Advocates, City County Councilors, DPW supervisors and other City staff to assure quality park products and services are delivered to our communities + Assist in the development of and promotion of a safe and productive working environment for all subordinates + Responsible for communicating department policy and procedure, mission, and vision to all managers + Assists and monitors region’s communication with the community, the media and other divisions, departments, and agencies + Develops a comprehensive list of capital and partnership needs and opportunities for the region + Assures regular facility and park inspections according to set guidelines + Evaluates regional staff performance, skills, education, certifications, and experience and recommends necessary training programs + May also help to design and deliver training programs + Responsible for the adherence to the City of Indianapolis’ Policy and Procedure Manual regarding the hiring and termination of subordinates, planning and scheduling work by setting priorities and goals, reviewing, and evaluating work performance, monitoring progress of work upon completion of assignments, directing the training of subordinates, and providing counselling and disciplinary action + Completes various types of reports to supervisors as needed + Must maintain confidentiality at all times + This list of duties and responsibilities is not intended to be all-inclusive and may be expanded to include other duties or responsibilities that management may deem necessary from time to time Qualifications Minimum Job Requirements and Qualifications Bachelor’s degree and six (6) years of managerial experience or equivalent combination of education and experience. Must have in depth understanding of fiscal and personnel procedures and policy in the public sector. Ability to communicate and interact with top-level management and community advocates. Clear understanding and working knowledge of philosophies in the Parks and Recreation field. Previous experience with projecting monthly cash flows between multiple facilities. Working knowledge of and the ability to apply computer technology to department needs including all Microsoft Office products, PeopleSoft, NeoGov and ActiveNET along with Facebook, Twitter, and other social media platforms. Prefer Executive Development and or Revenue Sources Management training. Experience in multiple Six Sigma projects preferred. Exceptional written and oral communication skills and customer service oriented. Must be self-motivated and dependable. Licensees and certifications required include Aquatic Facility Operator or Certified Pool Operator, CPR and First Aid Certification. Prefer candidate with Certified Parks and Recreation Professional certification (CPRP). Candidate must be comfortable working within a diverse organization and have a fluency in and commitment to matters of equity and inclusion. Preferred Job Requirements and Qualifications Previous experience in revenue driven and cost recovery recreation operations is preferred. Previous involvement in the national and or state Recreation and Park Associations preferred. Independent Judgment Working Conditions Essential functions are regularly performed in an office setting without exposure to adverse environmental conditions.
