ESSENTIAL FUNCTIONS:

Receive reports of and investigates apparent or suspected violations of rights. Act on behalf of recipients of mental health services to obtain remedies for apparent violations. Receive, review and investigate reports of alleged violations of recipient’s rights guaranteed under Chapter 7 of the mental health code and CMS conditions of participation. Promote resolution of substantial violations. Prepare and review agency policies, procedures and standards relating to the rights of recipients. Conduct new hire rights training. Develop policies and procedures regarding the protection of rights of clients while recommending improvements. Attend hospital orientation, staff meetings and keeps all yearly mandatories up-to-date as required. Responsible for county rights audits. Conduct onsite visitations. Ensure compliance of annual rights training. Provide staff management to including hiring, development, training, performance management and communication to ensure effective and efficient department operation. Demonstrate a positive, empathetic and professional attitude towards customers always.  When patient needs are not met, acknowledge and work to resolve complaints.  Recognize that patient safety is a top priority.

EDUCATION/EXPERIENCE/SKILL REQUIREMENTS:

High school diploma or equivalent required. Bachelor’s Degree in human services, management, public administration, social science or law from an accredited college is preferred. One or more years’ of professional experience in investigation and advocacy within a private or public human services agency required.
