Education, experience, and other criteria that the employee should possess:
A bachelor’s Degree in any discipline of EngineeringMinimum of 15 years of experience in construction of power plants (technology based)Project Management Professional (PMP) OR equivalent certification is preferredEPC background and experience is a mustProject size experience to match the size of the project at handA minimum of 5 construction projects completed in a similar position.Be knowledgeable on international standards and 'best practice' in relation to constructionBe knowledgeable on environmental legislation and good industry practice in relation to construction worksIT proficiency, in particular, MS Word, MS Excel, or similarFluency in English (knowledge of Arabic is not mandatory but will be considered a plus) ActivitiesThis position is based full-time in Basra, Iraq
The Site Manager is the main responsible of the site, Owner higher representative on site and, ultimately, the main focal point for project stakeholders for all aspects related to the site or site activities. The Site Manager will ensure that the necessary organization, procedures, policies and resources are implemented to ensure that all the activities performed on Site by the EPC Contractor, the Owner personnel and any other party are executed with the highest HSSE standards, in full compliance with the applicable laws and TotalEnergies policies and procedures.
The Site Manager will:
Be fully aware of EPC Contract, Power Purchase Agreement and various Project Agreements and manage the stakeholders effectively in line with the contracts.Prepare and implement TotalEnergies site organization, procedures and policies necessary for the effective management of the site. Review and validate all EPC Contractor’s management plans and organization, including the approval of Contractor’s Key Personnel.Staff and organize the Owner site construction team in order to:Ensure effective supervision of the EPC Contractor’s construction and commissioning progress and quality of the works until COD (i.e. inspection witnessing, clearing punch list items, issuing mechanical completion certificates, turnover packages readiness, …);Ensure the EPC Contractor’s compliance with all the site HSE rules and regulations at every stage of construction;Ensure the EPC Contractor’s compliance in executing of the works with the approved Method Statements/ Risk Analyses and regulations at every stage of construction;Ensure, together with its team, the quality of the works, the timely progress of the works as per the project schedule, and the effective reporting in all the different areas covering the site activities (H&S, environment, security, material inspection, construction and commissioning progress, quality,…). Attend the monthly progress meetings with the EPC Contractor and other ad-hoc meetings (when applicable).Attend, when necessary, meetings with local authorities and governmental entities.Attend the project management meetings and committees, as necessary, to report the HSE results, the progress of the works, the status of the site and the relationship with communities.Work closely with the Affiliate and other GGIP to effectively manage the interfaces, site security, site-related topics and issues, the relationship with the communities and local authorities.In cooperation with the HSE Manager, implement and perform HS walk-downs, necessary trainings, recognition ceremonies, and any other action to build strong, positive HSE culture amongst Owner team and EPC Contractor. Context & EnvironmentAccountable for effective management of the site in terms of HSSE and the successful monitoring of the site activities to ensure compliance with the project schedule and quality standards.
Major challenge for the role is maintaining strong interfaces between Owner, EPC Contractor management team, Affiliate, other GGIP management teams, local authorities and communities.
