The purpose of the Safety Enforcement and Oversight Unit is to administer and manage the State’s railroad and rail transit safety oversight initiatives. These initiatives have been instituted in compliance with Federal regulations to reduce the number and severity of railroad and rail transit accidents and to reduce the associated injuries, loss of life and property damage. That goal is pursued through a program of inspection, audit, enforcement, accident investigation, design review and education based primarily on the laws and regulations of the State of North Carolina, Federal Railroad Administration, American Public Transportation Association and Federal Transit Administration. Also utilized are the rules and specifications of the Association of American Railroads, American Railway Engineering and Maintenance of Way Association, empirical and research data, as well as accepted industry practices.
This position is staffed directly to the Engineering Coordination & Safety Branch Manager and provides technical, engineering, management and administrative support. This position has direct responsibility and authority for the development, implementation, administration and day to day management of railroad and rail transit safety oversight and enforcement activities in the State; primarily the Federal Railroad Administration (FRA) State Participation Program and the Federal Transit Administration (FTA) State System Safety Oversight Program. This includes the supervision of staff inspectors and involved professional engineering firms and to provide technical guidance and advice in their expertise to the Safety Inspectors and other NCDOT staff and managers.
These safety programs assure uniform interpretation and application of State and Federal laws, orders, rules, design and operating standards, and regulations pertaining to railroad and rail transit safety. In addition, the position provides expertise in the areas related to design, construction, maintenance and use of railroad track, structures, rolling stock equipment, and components. The position also provides support to the NCDOT Rail Division at large.

Bachelor’s degree in civil engineering, mechanical engineering, electrical engineering, safety related degree or related technical field from an appropriately accredited institution and three years of experience in the construction and maintenance of railroad systems; or an equivalent combination of training and experience.
