QUALITY ASSURANCE SPECIALIST (SHIPBUILDING)

Responsibilities You will perform reviews and approves contractor submitted procedures ensuring all technical and quality requirements are met in a manner supporting the maintenance team's production schedule. You will coordinate the resolution of quality issues between the Government and the Contractor's Upper-Management. You will research and implement the latest developments in Quality Assurance (QA) by reviewing the latest technical directives. You will interpret industry and Government standards for quality requirements and provisions in reference to NAVSEA Standard Items and Work Specifications. You will provide technical guidance for preparation, implementation, and recording of results of surveillance inspection plans for the Quality Assurance Division. You will perform and assist in Quality, NDT and metal Joining program related audits. You will provide support to Assistant Officer/Officer in Charge/Repair Director, determining the current status of all production work assigned to FDRMC DET for contract administration. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Reviewing and approving contractor submitted procedures to ensure all technical and quality requirements are met. 2) Negotiating and coordinating quality assurance issues for manufacture and repair of components and systems. 3) Developing and maintaining quality oversight plans for surveillance and collection of data. 4) Providing technical guidance for implementing the results of surveillance inspection plans. CONDITIONS OF EMPLOYMENT: 1. Incumbent is required to perform the above duties at a variety of job sites. It is the incumbent's responsibility to transport him/herself in an expeditious manner between job sites in the local area of his/her permanent duty station or TDY location, with reimbursement of costs in accordance with Joint Travel Regulations. A valid driver's license is required. 2. This position requires that incumbent hold a security clearance of SECRET; eligibility for said clearance level is a basic job requirement. 3. This position requires incumbent to perform temporary duty travel approximately 20% of his/her time. Travel may be on short notice and/or for extended periods of time. 4. This is a Mission Essential Position. A position may be designated as mission essential, consistent with the criteria described in DoD Instruction (DoDI) 3020.42, "Defense Continuity Plan Development," dated February 17, 2006, certified as current as of October 29, 2019, and any other component-unique policies or definitions. Mission essential positions are those that are needed to ensure the continued operation of mission essential functions of an activity. Mission Essential designations are not prescribed by DTM 17-004. This decision is based on the type of work and supporting activities necessary to ensure organization or facility continuity of operations essential to the mission. This position is not E-E, or Key. 5. Certified training and experience in non-destructive testing. Must be sufficiently qualified to become a certified non-destructive inspector, in accordance with JFMM 4790.3 Vol. 7, Ch. 11, in visual/dimensional inspection (VT), liquid penetrant (PT), and magnetic particle (MT). 6. Certified training and experience in shipboard preservation. Must be sufficiently qualified to become a NAVSEA Certified Navy Basic Paint Inspector or equivalent. 7. Must be able to obtain and maintain a government passport. 8. Must be able to satisfactorily complete the Commander Navy Regional Maintenance Center (CNRMC) workforce development training. INCUMBENT MUST BE ABLE TO OBTAIN AND MAINTAIN AN OFFICIAL PASSPORT. INCUMBENT MUST HAVE CERTIFIED TRAINNG AND EXPERIENCE IN NON-DESTRUCTIVE TEST. INCUMENT MUST BE SUFFICIENTLY QUALIFIED TO BECOME A CERTIFIED NON-DESTRUTIVE INSPECTOR IN VISUAL/DIMENSIONAL INSPECTION, LIQUID PENTRANT, AND MAGNETIC PARTICLE. INCUMBENT MUST HAVE CERTIFIED TRAINING AND EXPERIENCE IN SHIPBOARD PRESERVATION. INCUMBENT MUST BE SUFFICIENTLY QUALIFIED TO BECOM A NAVSEA CERTIFIED NAVY BASIC PAINT INSPECTOR OR EQUIVALENT. INCUMBENT MUST BE ABLE TO SATISFACTORILY COMPLETE THE COMMANDER, NAVY REGIONAL MAINTENANCE CENTER WORKFORCE DEVELOPMENT TRAINING. Additional Information This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
