Responsibilities You will serve as the Quality Assurance Specialist (Chemicals) FLCN Aviation Department, Aircraft Fuel Delivery Branch providing logistical and supply support that to a host of Commands. You will investigate the quality control procedures to ensure the continued quality of fuel products. You will assure that the Aircraft Fuel Delivery Branch has an established and acceptable quality control program for the products handled. You will investigate the adequacy of the Aircraft Fuel Delivery Branch's equipment and the competency of personnel, guaranteeing the quality control system is effective. You will assist and advise the Aircraft Fuel Delivery Branch in the establishment of quality control plans and procedures to be employed in fulfilling fuel quality requirements. You will the ensure availability for inspection of equipment and its suitability for the product intended. You will conduct Quality Surveillance over storage and transfer of fuel products. You will ensure the availability of calibration charts and tables, gauging records, calibration records of meters and other quantity determining devices. You will ensure the availability of pressure test records for hoses, gauges and required tanks. Maintenance of filtering devices and proper record keeping of these devices. You will observe of aircraft re-fueling operations on the flight line to assure established procedures and safety measures are being utilized. You will maintain surveillance over the quality assurance program for petroleum products from the time of receipt of the petroleum product to the time the product is issued. You will perform periodic visits to all segments of the facility, recording all discrepancies and advise all corrective actions that need to be accomplished. You will physically inspect all marine cargoes witnessing or performing the gauging to determine quantity, test samples, for quality by performing analysis. You will be responsible for overseeing the fuel receipt operations to prevent contamination, deterioration or loss. You will act as the facilities hazardous material coordinator and works closely with the Facilities Environmental Department to ensure the facility complies with state and federal regulations. You will assist in the overall technical and administrative operations of the Fuel Operations Branch providing related collateral services. Requirements Conditions of Employment Qualifications There is Basic Requirement to hold a 1910 series position in the federal service. See the "Education" section of this announcement for details. In addition to meeting the Basic Requirement your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public using analytical ability combined with knowledge and application of assurance principles and techniques, and knowledge of pertinent product characteristics and the associated manufacturing processes and technique to perform, administer, or advise on work concerned with assuring the quality of products and performing the following: 1) Using quality assurance principles, product test and evaluation methods and techniques, and knowledge of petroleum product characteristics to implement, administer, and provide surveillance of a fuels' quality assurance, inspection and inventory management program. 2) Assisting in investigating the adequacy of the aircraft fuel delivery equipment and the competency of personnel, to guarantee the quality control system is effectively working. 3) Assisting and advising in establishing of quality control plans and procedures to be employed in fulfilling fuel quality requirements 4) Applying knowledge of oil products, characteristics, management, storage operations, equipment fuel distribution systems, chemical, physical and handling characteristics of all types of petroleum products to perform Quality Assurance duties. 5) Applying knowledge operation of pumps, piping, filter separator units, pumping and loading procedures, experience in gauging techniques, ability to interpret and understand schematic piping and flow diagrams, blueprints, various and complex standards and specifications. 6) Setting up and using specialized testing equipment; and to determine and utilize proper sampling procedures. 7) Ensuring compliance with all applicable environmental laws and regulations as they relate to hazardous materials used in fueling operations. Education There is a Basic Requirement to hold a GS-1910 position in the Federal Service. You must have the following: Education Undergraduate and Graduate Education: Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. OR Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Additional Information You will serve as Quality Assurance Specialist with the Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk (FLCN), Aviation Department. The duty station is Naval Air Station, Patuxent River, MD. This position is eligible for part time, substantial or ad-hoc telework at the discretion of management. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled.
