Summary This position will serve as a Quality Assurance Specialist in the Maintenance Department of the Air Test and Evaluation Squadron Two One Presidential Helicopter Support Facility at the Naval Air Warfare Center-Aircraft Division. The selectee will provide technical support for the Maintenance Department, which is responsible for aircraft repair, scheduled/unscheduled maintenance, servicing, ground system/equipment operations, and aircraft modifications. You will use agency policy and procedural guides along with contracts and related documents in planning the scope of acquisition quality assurance activities. You will plan, develop, and implement quality assurance programs designed to ensure compliance with all contract requirements for one or more complex aircraft programs. You will modify techniques, methods and procedures or the development of new standards and specifications for use in contract maintenance associated with the diverse acquisition programs and assigned aircraft. You will formulate product assurance plans that delineate quality assurance for assigned aircraft maintenance contracts. You will interface with internal and external contacts in support agency mission and aviation program objectives. You will accomplish other duties as assigned. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-11, or equivalent pay band in the Federal service or equivalent experience in the private or public sector as a professional Quality Assurance Specialist supporting a major acquisition and aircraft system programs. Examples of specialized experience include: 1) Demonstrating a mastery of quality assurance concepts, operating principles, and methodology applicable to aircraft maintenance as well as expertise in the configuration management of developmental aircraft and avionics systems; 2) Applying working knowledge of technical analysis and resolution of very complex or sensitive problems related to quality assurance and configuration management as assigned aviation systems; 3) Utilizing new quality assurance methodologies in the fields of aircraft maintenance and developmental flight testing; 4) Participating in the development, management, and execution of quality assurance surveillance plans to achieve cost, schedule, performance, and contractual requirements for an aviation program; 5) Using job-related experience of logistics management principles and procedures to support quality assurance requirements for assigned aviation systems; 6) Demonstrating experience in interpreting statistical information and writing explanatory reports; 7) Performing quality assurance studies and risk assessments to analyze results and develop recommendations for corrective action of assigned quality assurance program; 8) Exercising a high degree of technical skill and judgment in discussing and explaining the applicable contractual requirements for assigned program and the nature and extent of associated deficiencies; and 9) Negotiating complex topics with individuals that have diverse viewpoints, goals, or objectives to achieve a common understanding of the problem and a satisfactory solution by convincing them, while arriving at a compromise or developing suitable alternatives.
