Purchasing Manager
Position Overview: At PacSci, the Purchasing Manager is responsible for leading a small team of Buyers. The Purchasing Manager is responsible for overseeing the procurement of materials, components, & services necessary for the production & maintenance of aerospace & defense products. This role involves developing & implementing purchasing strategies, negotiating contracts, & managing supplier relationships to ensure timely delivery & cost efficiency.
This role is on site in Hollister, CA
Responsibilities:
The primary role of the Purchasing Manager is to coach & guide the team to the timely & execution of material procurement, within budget, while meeting or exceeding both project & customer expectations. Therefore, it is critical that this person has a complete understanding of supply base management, purchasing best practice & appropriate process improvement techniques. In this role you will enable your team to realize its full potential.
Key Responsibilities:
Must have the ability to review, interpret & complete cost analysis of complex cost proposals. Major/critical procurement administration, from proposal solicitation, fact finding, cost, price analysis & commercial assertion. Collaborate with other functional disciplines as necessary, leading the overall supplier contract process. Strong emphasis on Supplier Quality, Engineering & Program Management. Assesses current material availability; reasonably predicts future availability based on market, delivery systems & other variables. Drafts, explains, & implements instructions, policies, & procedures for purchasing & contract management Ability to develop, then execute strategies that are sustainable in a matrix environment, as well as dependencies on other functional disciplines. Provide tactical & strategic directions to site procurement team. Lead team effort in the performance of market analysis, supplier selection/analysis & contract negotiation. Negotiate & coordinate additions, deletions, or modifications to subcontracts. Provide subject matter expertise on Purchasing policies & procedures, external & internal audits & self-assessments. Must be able to coach team in resolving delivery issues caused by shortages, end of life/obsolescence, etc., as well as resolving price discrepancies. Capable of driving performance improvements among supply base regarding quality, cost, delivery. Must be able to coach team in understanding cost elements & preventing unplanned cost increases.Leadership & Engagement:

Responsible for department expenses versus budget management of the site & drive for cost structure optimization Ownership of operational elements of working capital management, including but not limited to procurement & disciplined expense management Contribute to annual operating plans, budgets, forecasts, & capital expenditures
Qualifications:
7+ years in purchasing or material management function. Aerospace/defense industry preferred. 5+ years management experience required. Demonstrated negotiation skills CPIM or APICS certified highly desirable Experience managing both contract manufacturers, production suppliers & distribution channels. Familiarity with quality control plans & part production approval processes, particularly when applied to supplier qualification. Effective influencer; ability to work effectively with all levels of the organization Expertise managing & negotiating push-outs & pull-ins to enable timely deliveries & production schedules. Experience with FARs/DFARS & Gov Acquisition guidelines History of strategic management, planning & execution. Strong negotiations skills & experience creating cost transparency & pricing advantages. Familiarity owning a purchasing budget & managing inventory target Knowledge of financial aspects of operations Management Effective communication skills Strong leadership ability Change management champion Ability to work independently as well as in a team environment. Strong problem-solving skills Computer Skills –MS Office, Power BI other analytical/data visualization software Effective project/resource management skillsEducation:
Bachelor’s Degree + in related discipline

This position is also eligible for bonus as part of the total compensation package.
Pay Range
The salary range for this position (in local currency) is 89,200.00 - 165,600.00
