Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Public Affairs Specialist. Responsibilities Produce written content for internal and external use, including print, web, social media, presentations and other formats as needed. Responsible for coordination with story leads and interviewees to produce appropriate content to include news writing, feature stories, photo captions and social media posts. Produce audiovisual and photography products for internal and external use, including print, web, presentations and other formats as needed. Responsible for coordination with other public affairs staff, customers, facility managers, security and others for logistical arrangements and planning. Research, write and transmit material to a variety of stakeholders. Coordinate development and release of information in a variety of formats, including press releases; talking points; fact sheets; newsletters; articles; editorials; website material; briefings and briefing papers; speeches; brochures; social media posts; white papers; and other products. Coordinate final review of such materials with appropriate technical and public affairs staff, as well as regional and agency leadership, to ensure accuracy and suitability for release. Work with regional staff and technical experts to develop effective strategies to convey technical information in structure, format and terms the general public will easily understand. Consult with leaders, program managers, technical experts and other staff members about regional programs, projects and activities, including Reclamation's role in high visibility, controversial and complex issues across program areas. Plan and conduct public, youth and media outreach activities and provides reports of outreach activities. Plan and coordinate public meetings, various formal and informal briefings, workshops, press conferences, and other engagement events designed to convey technical and complex program activities. Requirements Conditions of Employment You must be a U.S. Citizen or U.S. National. You must be suitable for federal employment, determined by a background investigation. Qualifications In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education or specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-09, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in federal service. Specialized Experience must include at least three of the following duties: 1). Writing clear, concise content and communication materials for internal and/or external (public) consumption (ie. websites, newsletters, exhibits, social media, brochures, fact sheets). 2). Assisting with the coordination and production of audiovisual and photography products for internal and external use or helps to maintain photographic and video files. 3). Building and maintaining relationships with cross-functional teams including internal and external partners. 4). Assisting with digital media programs, including developing and writing content for social media platforms. 5). Assisting with the development of communication strategies and helping to see them through to execution, including the promotion of programs, events and milestone announcements. OR Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree, OR L.B. or J.D., if related. OR You may combine specialized experience and education to meet the minimum qualifications. To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in federal service. Specialized Experience must include at least four of the following duties: 1). Writing clear, concise content and communication materials for internal and/or external (public) consumption (ie. websites, newsletters, exhibits, social media, brochures, fact sheets). 2). Coordination and production of audiovisual and photography products for internal and external use or helps to maintain photographic and video files. 3). Demonstrated experience building and maintaining relationships with cross-functional teams including internal and external partners or working with these cross-functional teams toward a common communications objective. 4). Assisting with digital media programs, including developing, writing and managing content for social media platforms or assisting with social media monitoring, watching for comments and working with senior staff to respond to help engage and broaden online community and reach. 5). Developing and executing communication strategies, including the promotion of programs, events and milestone announcements with supervision. 6). Responding to local media and other stakeholder requests for information or coordinates local level media interviews and other engagement opportunities with the regional Public Affairs Officer, appropriate technical and program staffs, and regional leaders. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree. OR LL.M., if related. OR You may combine specialized experience and education to meet the minimum qualifications. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 11/12/2024. Education This vacancy announcement allows substituting education for experience at the GS-09 and GS-11 grade levels.
