Job Description:

Beneficiary targeting, selection and registration

Implement Community Based Targeting, under the Cash/Food for Assets project among the communities in a clear understandable manner according to the guidelines provided.Mobilize the community and guide the process of Relief committee’s selection.Facilitate the development of a community-based targeting/selection criteria by the relief committees and approval by community members.Facilitate beneficiary selection and validation process by the relief committees.Assist community to solve problems related to the food/cash distribution processEnrol and validate beneficiaries into the Last Mile Mobile Solution (LMMS) system or WFPs’ SCOPE system. Ensure updating of LMMS/SCOPE beneficiary records

Project monitoring, Documentation and Reporting

Facilitate the process of project selection by the communityMonitor community project implementation and measure/collect work norms on monthly basisFacilitate community awareness of project ownership and sustainabilityPrepare documentation on commodity movements and distributions properly using LMMS/SCOPE.Review the monitoring plan with the local level partners to reaffirm commitments.Collect monitoring data with community members in a collaborative and systematic fashion.Support in the supervision of community-based monitoring activities, as necessary in the programme context.Provide proper documentation of loses and reconstituted commodities.Report on any incidences touching on security at the distribution centres.

Participating in monthly, quarterly, and end project reports and success stories in the project.

Commodity, Cash and NFI’s Management

Ensure that all commodities delivered at the FDP are properly accounted for based on the approved distribution plan inform the relief committees on the quantities of food expected; ration scales and the expected date of arrival of commodity.Monitor commodity movements, including delivery of commodities and NFIs at the FDP. Supervise receipt/offloading by the relief committees to ensure correctness of quantity, content and quality as per the waybill. Ascertain signatures on the waybills documents as well as losses and damages, and excesses. In case of damage arrange for reconstitution.Schedule NFIs, commodity/cash distribution dates with relief committees and communicate to the beneficiaries.Oversee the distribution process using LMMS/SCOPE in collaboration with the relief committees and ensure correct rations are distributed.Counterchecking the beneficiary mobile numbers and configured system names and share with the WVI finance team for the transfer.Stakeholders Engagement

Liaise with Community, Government authorities, stakeholders; provide project information regarding beneficiary registration, commodity/cash distribution, distribution plans, and project progress.Identify and report on other needs such as health care, additional food needs, development activities, or any other rehabilitation and/or development activity.Train communities on beneficiary and committees’ selections, do not harm principals.Support Project Manager and Technical Advisor in roll out of new initiatives in C/FFA within the communityRequired Professional Experience 4 years’ experience in disaster risk management, rural development, emergency responses, commodity/cash programming and or related field.Good communicator and mobilizerGood understanding of World Vision and sphere standards.Knowledge of and adherence of the Red Cross and NGO Code of Conduct.Speaks and understands local languageAbility to engage with local communities, partners and government authorities

Required Education, license, certification

Degree in community development, Economics, Agriculture, soil and Water Engineering, Environmental management/natural resources management or related field.

Preferred Knowledge and Qualifications

Knowledge of the humanitarian industry including SPHERE standards, Good Enough Guide, NGO code of conduct, and humanitarian charterProficiency in Microsoft Office Suite (MS Word, Excel, PowerPoint, etc.)Professional technical skill desired: Excellent organizational, negotiation skills, and strong interpersonal skills (certification)Working knowledge of English, and local language.Demonstrates well-developed interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skillsSelf-motivated, with a proven ability to learn quickly, multi-task, and work independently as well as part of a teamStrong problem-solving skills, keen attention to detail with an analytic approach to workAbility to work under pressure to ensure demanding timescales are metAn aptitude for working in a changing environment and managing multiple prioritiesAbility to work both as part of a team and alone, supervised or unsupervised
