Job Description:

Project Officer-Cash & Food Assistance

The Role Summary:

The Project Officer will be responsible for quality and timely implementation of projects in the district; ensuring that projects take place on-time, to the intended beneficiaries and in accordance with the provided donor guidelines and ensuring that all the necessary documentation is generated correctly. S/he will also represent World Vision in meetings with donor(s), local authority, state government and other key stakeholders. The job holder will also be responsible for maintaining communication with the project sub-grantees.  

Key Responsibilities:

Participate in project design and proposal developmentSupport collection of key information and data to be used in projects proposal development.Participate in proposal writing, drafting of project budgets and generation of key project documents Budgets, DIP, 3W, Log frames.Participate in project implementation of cash & voucher activitiesParticipate in project implementation of cash & voucher activitiesSupport implementation; Food, Cash and Voucher distributions, address complaints, and provide project supplies and other NFIs to projects beneficiaries.Participate and ensure a transparent beneficiary targeting and registration process of projects beneficiaries in the district as per the provided guidelines.Ensure that respective project beneficiaries in the district receive their cash/food commodities entitlements and as prescribed on time.Ensure that project inputs, visibility, complaints, project key information is in place/shared with beneficiaries and stake holders.Support field missions and donors to the district. Supportive WV field teams in the district and ensure that they are well supported.Projects Monitoring and Ensure quality, timely reportingProjects Monitoring and Ensure quality, timely reporting.Conduct regular field visits to project site and update the Project teams, management on the progress of project activities in the field.Share accurate and timely reports to supervisor/management and this includes: project monitoring reports, weekly/monthly progressive reports, MMRs, 4Ws as required.With guidance from PM/TS carry out assessments and baselines in support of community driven design project;Coordinate district field requirements (cash/food distribution logistics, facilitators among others); support supervision of WV engaged contractors/consultantsFoster external and internal engagement to promote awareness of the program, support fund-raising efforts, and facilitate, Participate in external engagement with the government, community, and coordination mechanisms

Participate in cluster coordination mechanisms; Update cluster reporting tools on a regular basis (e.g. 4Ws); Participation in cluster/government organized assessments; Take leadership roles when possible.

Collaborate with other WV sectors, government entities, UN & NGO- fostering linkages in support of sustainability and coordination of project activities (e.g. extension services, marketing facilities, credit mechanisms);Assist projects teams with any administrative support required to enable projects operations and coordination Promote accountability, compliance and good stewardshipPromote accountability, compliance and good stewardshipSupport awareness and implementation of WV policies and procedures to staff members and partners in the district.Ensure value for money in regards to all transaction involving World Vision resources.Ensure accountability through information provision to communities and beneficiaries.Ensure that feedback mechanisms are in place in all project sites

Essential:

 Bachelors’ degree in Agriculture/ Agricultural Extension/ Business Administration, Nutrition or any other related field.Strong analytical skills and proficiency with Microsoft Word, Excel and PowerPoint.Excellent written and verbal communication skills.Use of data bases like LMMS & SCOPE.Minimum of 2-3 years relevant experience in a related job.Experience in community based participatory development approaches strongly desiredPractical experience in Crop Production, Soil and Water Management, Pest Management, Post-Harvest handling techniques and Marketing will be a great advantage.Able to maintain performance expectations in diverse cultural contexts, psychologically stressful environments and physical hardship conditions with limited resources.Good team work and leadership skills are essential in order to motivate different groups of people to fulfill their responsibilities within a given time frame.A person of high moral and ethical standardsStrong organizational skills, versatility, ability to multi-task and meet deadlines.Perform other duties as required.

Working Environment

Office-based in Luuq, Jubaland State with domestic travel required from time to time.
