Position Summary
Position is responsible for performing supervisory duties for employees and processes related to right-of-way permitting, inspections, and enforcement operations and the licensing of encroachments within the public right-of-way. Incumbent will be responsible for staff assignments, training, and identifying and assisting with process efficiencies to ensure the Department's right-of-way processes adhere to local, state, and federal laws, ordinances, regulations, and codes. Incumbent is expected to be familiar with the associated codes, ordinances, and regulations to assist with research and compliance measures. The role will coordinate regularly with the Department of Public Works, Indianapolis Metropolitan Police Department, the Department of Metropolitan Development, and other internal/external partners. This position requires a high degree of initiative and independent judgment.

Position Responsibilities
+ Assists the Program Manager: Right-of-Way in the direct oversight of staff conducting licensing, permitting and inspection processes for right-of-way permits and encroachment licenses.
+ Responsible for providing training, guidance, direction, and direct supervision of staff to ensure proper code and policy enforcement.
+ Responsible for staff assignments and monitoring staff productivity while identifying and implementing process improvements necessary for providing efficient and effective services.
+ Works cooperatively with other City agencies and staff to ensure the issuance of permits and inspections occur timely and in compliance.
+ Interacts regularly with residents, contractors, developers, and other agencies to address permitting or field related inquiries.
+ Assists in the development, maintenance and tracking of permitting and inspection data required for use in productivity monitoring and reporting needs.
+ Regularly performs field inspections to assess the quality of inspections performed by staff and/or when workload demands.
+ Responsible for reviewing violation cases for accuracy and assisting with legal case file preparation when applicable.
+ Investigates employee accidents or injuries and prepares associated reports.
+ Ensures staff follow all safety procedures as outlined in the Employee Safety Handbook.
+ Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
+ Provides expert witness testimony on behalf of the City in legal proceedings.
+ This position supervises ASFME Union staff, as well as non-union staff, and must ensure staff are adhering to both the HR City-County Handbook guidelines as well as the latest edition of the AFSME Union contract, as applicable.

Qualifications
Bachelor's degree in related field of study and two (2) years’ related work experience in construction industry. Five (5) years of related experience may be substituted for the formal education. Must have an ability to understand and interpret construction plans, as-builts, and designs related to work within the right-of-way. Must have knowledge of applicable local and state regulations within subject area. Must be able to obtain any position-specific certifications. Must have an understanding of the city’s permitting process, especially the permits specific to right-of-way projects. Must have ability to communicate effectively and professionally, both orally and in writing, on technical or complex matters with inspectors, internal peers, contractors, and public. Experience managing and/or working with union-represented staff preferred.
