General Summary:

Provides surveyor and property management-related services for DART’s Real Estate, Railroad Management, and Economic Development Divisions under the supervision of the Vice President of Real Estate and Economic Development.

Essential Duties and Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Manage DART's contract for mowing and vegetation control of DART-owned railroad corridors and other properties, including issuing monthly mowing task orders, reviewing and processing payments, and monitoring contract expenditures.Regularly inspect DART right-of-way and other real estate properties to ensure adequate maintenance, curtail unauthorized use, and ensure compliance with agreement terms for licensed or leased properties.Perform deed research, review deed descriptions, verify title, and coordinate or prepare legal descriptions.Review plans and surveys for accuracy of legal description.Prepare boundary surveys and field notes for the sale, lease, or licensing of DART property with assistance from consultants, as needed.Supervise professional consultants performing surveys, right-of-way management, and other real estate and property management services.Assist with the department's continuous efforts to update, correct, and improve DART's Geographical Information System (GIS) property viewer.Identify opportunities to transform DART properties into fantastic spaces and generate revenue through leases, licenses, or surplus property sales.Coordinate with DART Design & Capital Construction and Operations Departments to support DART capital projects.Coordinate with code compliance city officials and other stakeholders to address violations, including vegetation, trash and debris, encampments, graffiti, and other issues.Coordinate with engineering, designers, and utility owners to locate and relocate utilities before construction projects start.Prepare a statement of work for contracts and blanket purchase orders as necessary to support the department. Review, process payments, and monitor BPO expenditures.Prepare reports and correspondence as needed.Ensure compliance with Board policy and applicable state, local, and federal laws and regulations related to DART property management.Performs other related duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

Note: An equivalent combination of related education and experience may be substituted for the below-stated minimums, excluding High School Diploma, GED, Licenses, or Certifications.

Bachelor's degree from an accredited college or university in Real Estate, Business, or a related field.Five (5) years of progressively responsible experience in surveying or related fields with expertise using Micro Station and Geographical Information Systems (GIS), including two (2) years of project management experience. Experience in property management, public transportation, and/or railroad industry preferred.A Texas Registered Surveyor License (RPLS) in good standing is required.Valid Texas driver's license, no Driving While Intoxicated (DWI) conviction within the last (60) consecutive months, not more than (1) DWI on driving record, and not more than (3) convictions of moving violations within the last (36) consecutive months to operate DART vehicles.Pass a physical (medical) examination that includes a drug screen to operate DART non-revenue vehicles.Proficiency in PC software applications, including Microsoft Office and other related software applications.Analytical and creative skills to solve complex interpersonal, technical, and administrative problems.Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Works in an environment where there is exposure to dust, noise, or temperature.
