SCOPE OF SERVICES:
As a Senior Project Manager Consultant, responsibilities include:
+ Leading in-house and consultant development teams while managing project scope, schedules, budgets, and deliverables in collaboration with stakeholders and senior management.
+ Applying project management concepts, principles, and best practices to deliver high-complexity tactical or strategic projects.
+ Acting as an expert in computer application development across varying degrees of complexity and specialization.
+ Monitoring project activities and resources to mitigate risks and ensure successful project completion.
+ Supervising programming staff involved in computer application development.
+ Ensuring projects are completed on time and within budget.
+ Implementing and maintaining quality assurance processes.
+ Evaluating available technology options to satisfy current and future business needs.
+ Creating and maintaining strategic partnerships between business needs and technology delivery.
+ Communicating project expectations clearly and effectively to team members and stakeholders.
+ Leading solution implementation efforts utilizing strong leadership, project, and resource management skills.
+ Developing and maintaining project plans that communicate tasks, milestones, and resource allocation.
+ Establishing Software Development Life Cycle (SDLC) processes following Agile Scrum, Waterfall, or RUP methodologies.
+ Engaging stakeholders through solution brainstorming, collaboration, and knowledge sharing.
+ Utilizing project management tools such as MS-Project, Project Server, Jira, Primavera, Azure DevOps, and Microsoft Visio.
+ Monitoring change management plans, quality assurance, and project performance metrics.
+ Proactively identifying and resolving stakeholder conflicts, project risks, and issues to minimize performance impacts.
+ Providing accurate task completion time estimates.
MANDATORY SKILLS/EXPERIENCE:
Note: Candidates who do not have the mandatory skills will not be considered.
+ Minimum of 10 years of experience managing medium to large-scale projects with multiple work streams and distinct deliverables.
+ Experience leading teams of over 15 members, delegating assignments, and coordinating efforts.
+ Proven ability to act as the primary contact for project status, meetings, reporting requirements, and addressing financial, administrative, and technical concerns.
+ Strong stakeholder and communication management skills.
+ Proficiency in Microsoft Office applications.
PREFERRED SKILLS/EXPERIENCE:
+ Master’s Degree or equivalent in management, engineering, or a technology-related field.
+ PMP Certification in Project Management.
+ Strong decision-making and problem-solving skills.
+ Excellent communication, presentation, and leadership skills.
+ Ability to work on multiple work streams as a team lead.
+ Understanding of business requirements and estimation for delivery commitments.
+ Experience working with application development environments, tools, and methodologies across multiple platforms.
+ Knowledge of at least one programming language and platform.
+ Expertise in building large-scale information systems.
+ Familiarity with GIS tools and map integration.
+ Experience in Wireless/Mobile/Disconnected architecture applications.
+ Prior experience with federal, state, or local government projects.
+ Experience working with asset management system development.
