DESCRIPTION OF DUTIES AND ESSENTIAL FUNCTIONS
This posting is for a project manager who will serve as a MS4 permit expert, working jointly with other City of Houston departments, as well as other public agencies, like Harris County, to ensure the program standards set by the Texas Commission on Environmental Quality (TCEQ) and the Environmental Protection Agency (EPA) are met.
+ Understands stormwater, stormwater quality and stormwater management practices and TCEQ regulations
+ Responsible for all aspects of the City of Houston’s Municipal Separate Storm Sewer System (MS4) permit.
+ Facilitates MS4 meetings and Coordinates with City other departments, Harris County, and Harris County Flood Control.
+ Prepares and submits to TCEQ MS4 permit renewal applications.
+ Prepares and submits to TCEQ MS4 reports annually.
+ Develops protocols and maintains records to document and track in compliance with all MS4 permit requirements.
+ Assists Sr. Project Manager and Managing Engineer for any job activities.
+ Researches and collects data and review data and provide comments per TCEQ requirements from various departments and other sources.
+ Investigates and responds to any inquiries from other City of Houston departments, technical personnel, regulatory agencies, consultants, contractors, and the general public.
+ Assists other technical work relative to drainage and storm infrastructure as assigned.
WORKING CONDITIONS
The position requires stooping, bending and/or lifting of items of up to 30 pounds with occasional periods of walking on rough surfaces. There are occasional discomforts from exposure to moderate heat, cold, moisture/wetness and unpleasant air conditions. The position may involve occasional exposure to soiled materials and light chemical substances such as cleaning solutions.
This is a Houston Public Works Emergency Management Position at the Tier III Level.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field based on the responsibilities of the position. Considerable knowledge of design or construction is required.
EXPERIENCE REQUIREMENTS
Four years of experience in construction, construction inspection, design, landscape design, geotechnical, environmental or a closely related field are required.
Directly related professional architectural, construction or landscape design experience may be substituted for the education requirement on a year-for-year basis.

Candidates with experience in Municipal Separate Storm Sewer System (MS4) program management.
