Complete Description:
"OCTO in collaboration with OFRM seeks a Financial Manager to augments its Finance Operations team with a strong candidate that can apply knowledge of applicable accounting principles, techniques and standards to process a wide variety of transactions and establish and maintain internal controls. The responsibilities include, but are not limited to:
-Conduct management projects and assignments related to planning, administering, and executing programs/projects.
-Assist in liasoning activities within the Financial Control and Reporting Division
-Monitor and oversee the design and development of the financial components to assure conformance to District and Federal requirements for Gov Ops Cluster
-Expand financial oversight controls and processes to be consistent with any General Accounting Practices (GAP) updates and/or enhancements as it relates to OCTO Assets and Asset Valuation
-Assist in managing and directing the financial activities and has oversight responsibility for the division's financial reporting function.
-Plan, direct, coordinate, and review the work plan for staff; manage and coordinate the activities of the Accounting team; select, train and motivate staff and works to correct deficiencies. -Lead the agency's effort to oversee the Year End Physical Count Audit and make recommendations for setting controls.
-Analyze, implement and periodically updates financial reporting processes/practices to ensure compliance with generally accepted accounting principles (GAAP) and conformance with best practices among state and local governments.
-Review and analyze accounting events recorded in the District's accounting/financial system of record for accuracy and compliance with GAAP; analyzes major accounting transactions to determine the proper recording; serves as a technical resource to agency financial staff.
-Develop strategies for implementing new accounting/reporting standards.
-Assess the feasibility of current accounting systems to generate needed financial management information, and as necessary, recommend changes and/or modifications to overcome deficiencies.
-Conduct complex examinations of various accounting transactions, reports, financial statements and fund balances to ascertain accuracy and completeness of financial transactions.
-Coordinate the agency’s component of the Districts’ annual financial audit.
-Assist in the preparation of the agency’s annual financial statements as required by the OCFO
-Resolve complex audit adjustment issues presented by the independent auditors and OIG that impact basic data and data relationships in the ledgers and financial statements.
-Interprets reports, statements and financial data and prepares the monthly financial forecast which reflects the financial condition of the agency and is utilized by program personnel in the effective management of their programs.
