Position Description With guidance from the Program Manager, plan, organize, direct, and control projects, and team members, to accomplish program goals within cost and schedule guidelines. With guidance from the Program Manager, plan and execute solicitations in close coordination with the Government. Exercise discretion and independent judgment with respect to matters of significance to the business. This position will support the Biopharmaceutical Manufacturing Preparedness Consortium, which is focused on strengthening the domestic manufacturing industrial base and pandemic preparedness. Candidates will need to reside near Charleston, SC to ensure work site flexibility. **The grade, title and salary for this position will be determined once an assessment is completed on the selected candidates education, experience, and skills (level assigned will be as either a Project Manager or Sr. Project Manager).** Essential Functions Under guidance from the Program Manager, review program and project contracts/agreements to ensure all requirements are being met. Develops sufficient program knowledge to effectively interface independently with team members and clients. Under guidance from the Program Manager, manages project activities that include the following: + Work within the project team to establish project budget/schedule baselines, and maintain and review regular budget/schedule forecasts. + Work with the Government and the project team to review and develop statements of work (SOW), including work breakdown structure and schedule, cross referencing against cost proposals for completeness and realism. Ensure revision control is maintained through the approval process. + Understand and assist project team in managing risks + Participate as an active member on the project team, adding value in problem solving and communicating technical progress/challenges effectively + Work with the project team to coordinate technology transfers/transitions for projects assigned + Track project scope, budget and schedule through the use of some form of Earned Value Management (EVM), as required by the program. + Review invoices for accuracy and appropriateness and evaluate cost variances. + Work with the Government Project Agreement Officer or Technical Representative (AOR or PTR) to track project progress and deliverables to ensure timely completion and acceptance by the AOR or PTR. + Provides collaborative leadership, facilitation and interface among supported customers, vendors and users. Prepare technical and financial reports for Sr. Project Manager / Program Manager for review and submission. Evaluate Project Status Reports (PSRs) and recommend actions required to execute the program as planned. Anticipates, evaluates and proposes risk mitigation solutions. Prepares and presents program updates for program reviews and conferences. As directed by the Program Manager provides direct support to the Government Client’s program office. Plans, convenes, and facilitates program team meetings, either on-site or virtual as required by the contract/agreement. Responsible for the content of program website, brochures, posters, and newsletters, and advises program team members of needed updates and maintenance. Ensures accuracy of data entry of financial information in support of reporting requirements. Additional Responsibilities + Provide direction and assigns tasks to Program Assistants or Program Administrators, as required. + Interacts daily with Division Lead, Program Manager, and Contracts personnel, senior technical personnel, and ATI management. + Track and coordinates project or program success stories with the Program Manager and the Business Development and Communications Department. + Identifies and assists in targeting related business development opportunities, as well as participating in the preparation of proposals. + Performs other duties as assigned by the Program Manager and the division lead. + Assists with the development of the content of project proposals, technical reports and white papers, as needed. Qualifications Bachelor's Degree and four or more related years of experience or equivalent combination of experience and training or a Master's degree and two or more year's related experience or equivalent combination of experience and training. A degree in Engineering, Science or a related field preferred. Manufacturing or Process Engineering experience desirable, ideally in the biomedical domain. Independent self-directed worker, team player, and problem solver. Strong communication skills, including presentations, technical reports, meeting management and work group management. Strong computer skills including intermediate Excel skills, MS Office Suite - Word, PowerPoint, Outlook, PowerBI and Project desired. Prior experience with Government programs and/or working in multi-organizational teams a plus. Ability to travel to conferences and meetings required. Weekend travel is very infrequent, however, it may be needed to support the client’s needs for an early Monday or late Friday event This position will need the ability to access US only data systems – US Citizenship is required.
