Project Manager
Summary The Office of Environmental Management is responsible for the safe cleanup of the environmental legacy resulting from five decades of nuclear weapons development and government-sponsored nuclear energy research. The EM work is being done in 11 states and the lifecycle cost of the program is currently estimated to be over 330 billion dollars and will span beyond 2075. Responsibilities This position serves as a Project Manager and technical advisor responsible for providing contractor oversight, and technical/administrative advice to DOE management regarding the viability and defensibility of Office of Environmental Management, Consolidated Business Center {EMCBC) project closures, including decommissioning activities. As the Project Manager you will: Serve as an expert advisor and provides leadership for extensive Department of Energy (DOE) scientific and engineering efforts. Plan, organize, and manage programs/projects that are broad in scope and that lack scientific and/or engineering precedents for critical phases of the project required for accomplishment of vital Office of Environmental Management (EM) mission and goals. Serve as an authoritative resource for EM, other agencies and private organizations on novel and challenging scientific and engineering problems and latest developments. Support oversight of program planning, scheduling, and implementation; evaluate overall progress in the program/project and resolve highly technical scientific challenges; develop goals and objectives and advises management of relevant policy issues. Develop operating plans, schedules and budgets for each assigned project or program; verify that work plans adhere to policy, budget, and scheduling guidance provided by DOE management. Direct and coordinate the execution of programs/projects through interaction with appropriate DOE organizations and supporting contractors. Direct and oversee the preparation of scientific and engineering reports, and other documentation required to support DOE positions related to assigned projects and programs. Provide consultation, advice, engineering or scientific input, analyses, and recommendations to management within and outside of DOE that are especially critical to DOE's primary programs and mission. Negotiate cost-sharing and other contractual terms with appropriate participation by procurement offices, Office of General Counsel, and patent counsel on projects involving millions of dollars annually. The participant will be notified of the assigned TQP by the EMCBC-Bettis Federal Project Director dependent on the participant's project management assignments and technical expertise. This is an Excepted Service position. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade/pay band in the Federal service. For this position, experience must be at least equivalent to the EJ/EK-III or GS-13 level. Specialized experience for this position is defined as: Advising and evaluating waste management operations, environmental restoration and clean-up activities related to radioactive, hazardous, and mixed wastes; or Executing related principals, laws, safety and security regulations, practices, and procedures and process improvement initiatives; or Evaluating contractor environmental, nuclear safety, operations, safety and health contract compliance; or Reviewing and evaluating program priorities and conduct periodic scientific reviews to evaluate facility performance; and/or analyzing regulations to resolve compliance issues during project execution. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service Programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge and skills; and can provide valuable training and experience that translates directly to paid employment. Skill in program management activities to effectively determine and establish program goals, review progress and results, and lead or participate as a subject matter expert in a variety of program assessments, and recommend additions, terminations, or modifications of programs. Program management skills are also used to oversee development and incorporation of new or improved technologies to enable or facilitate accomplishment of program goals, and apply business practices, e.g., fiscal, contracting, and administrative processes, to achieve timely, cost-effective completion of program goals and objectives. Comprehensive knowledge of project management principles, methods, and practices to effectively manage or lead engineering projects of significant size, scope, and complexity. Skill in evaluating the technical merits, maturity and risk associated with various technology alternatives proposed to address complex scientific or engineering problems and recommend an approach to mitigate those risks while cost-effectively accomplishing the organizational mission. Skill in analyzing, reporting on, and developing recommendations for senior executives on complex and controversial technical issues that have national policy implications. Comprehensive knowledge of Federal rules and regulations governing procurement, funding, and contracts to effectively manage contractor activities. Comprehensive knowledge of organizational budget policies and practices. Skill in oral and written communication to develop, present and convey engineering and project information, to diverse audiences. The incumbent must justify, negotiate, defend, explain issues, and persuade management, individuals, members of the public, or groups to accept a position or recommendations and accomplish objectives with which they might initially disagree or be reluctant to accept due to cost and resource limitations, technological state of readiness of new engineering technologies on which the approach relies, or reliance on partners or program participants who are outside the control of the organization.
