Job Summary

This position is primarily responsible for the effective evaluation of a 5-year Disability Innovation Fund (DIF) grant from Rehabilitative Services Administration (RSA) serving disconnected youth and adults to achieve competitive integrated employment.  They are responsible for overseeing, implementing, reviewing, and as needed, revising the evaluation plan; managing a feedback process for continuous improvement; and collaborating with the Project Director, the project staff, and the RSA independent evaluator. Responsibilities include data collection, analysis, and interpretation to improve project outcomes, preparing reports, identifying trends, and providing recommendations.

Primary Duties

Coordinate the design and implementation of the evaluation plan with DIF Project Director, ServiceSource’s Director of Program Evaluation, who is responsible for outcome collection and analysis for ServiceSource and its affiliates, and the RSA independent evaluator to ensure the data collection plan is created and utilized across all affiliates throughout the duration of the project.

Develop and as needed modify common evaluation questions, data collection instruments, data analysis activities, fidelity, model acceptability, and data reliability standards, and collaborative dissemination efforts. Lead survey implementation, interview, and focus groups with individuals and stakeholders to collect data.

Collect, synthesize, and analyze data regularly and share results, trends, recommendations with Project Director to make changes as needed to the project deliverables to ensure quality outcomes are achieved.

Accurately and efficiently report out information in visual and written formats with internal team and external stakeholders and partners, including RSA Independent Evaluator.

Coordinate with SETWorks Team to ensure all DIF team members have access to the SETWorks system and can enter all necessary data in the system, including creating new forms and reports as needed.

Additional Responsibilities

Create survey, interview focus group questions using best practices with survey design. Research formulative and summative questions to use and make modifications as needed.

Use appropriate data analysis tools and methodology to ensure accurate analysis and determination of statistically significant changes resulting from the program.  

Create data report outs in visually appealing formats and present at meetings with both internal and external stakeholders, including ServiceSource and RSA leadership .

Provide training as needed to DIF team members and accurate and consistent data input in SETWorks to ensure accurate collection can occur.

Provide input to Project Director on training opportunities to DIF team members to support quality outcomes.

Coordinate with other ServiceSource teams, including Rehabilitation, Program Development, and Human Resources, and regularly attend all DIF meetings with both internal and external stakeholders.

Be the primary point of contact for the independent RSA evaluator, consistently, accurately, and efficiently communicating all information necessary to ensure the optimization of the service deliverables.

Attend trainings to stay up to date on best practices with program evaluation methodology in the human service field.

Fully understand all requirements of the DIF project and processes related to Vocational Rehabilitation and TANF-serving organizations.

Act as Director in the absence of the Project Director.

Perform other responsibilities as assigned.

Qualifications: Education, Experience and Certification(s)

BA/BS Degree in human services, rehabilitation, data science, and/or a related field required. Master’s Degree preferred.

5-7 years’ experience conducting program and project evaluation responsibilities required. Preferred project evaluation experience in a human service or disability service field.

5-6 years of experience working with people with disabilities, TANF population, and/or providing supported employment/vocational rehabilitation services required.  

Proficiency using Microsoft Suite, particularly Excel for data analysis. SPSS experience preferred.

Certification in program evaluation preferred.

Valid driver’s license and/or access to reliable transportation to perform work-related travel required. Eligible drivers must have a good motor vehicle record (MVR).

Preference to live within driving distance of one of the following areas: Oakton, VA; Newark, DE; Charlottesville, VA; Fayetteville, NC; Clearwater, FL; or Clearfield, UT.

Proficiency in Microsoft Office skills, with the ability to become familiar with corporate specific programs and software, such as SETWorks consumer database. Proficiency with communicating virtually and leading meetings using Microsoft Teams.

Knowledge of vocational rehabilitation, social services, and human service organizations and resources. 

Knowledge of the vocational and nonvocational needs of disconnected adults and youth.

Data analytical skills and innovative approaches to collecting, synthesizing, and analyzing data for individuals served across multiple states.

Must be able to handle confidential & delicate maters with diplomacy & be able to see the big picture as it relates to the overall development of an organization that strives for excellence.

Ability to interact with people at all levels of the organization.

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standard exists.
