Project Engineer

Airswift has been tasked by one of our major Oil and Gas clients to seek a Project Engineer to work on an initial 12-month contract in Port Arthur, TX - possibly to be extended!

This position is needed to progress through Concept/Technology/Alternatives Review (FEL-2), Pre-FEED (Process Definition), and FEED (FEL-3) the Capital Investment Projects at Port Arthur Refinery’s (PAR’s) Ethane Cracker Unit (ECU). The contractor fulfills the role of client representative. He/She assesses the problem project at stake, advice the engineering phase to start from, defines the scope of work and engineering deliverables applicable and leads
Outsourced Engineering Services Company. Develop assigned projects up to Presentation to Management for Final Investment Decision (FID) upon completion of FEED. Upon his/her review of deliverables, submit them to the asset owner (Operations/ Maintenance/ Technical) and company SME (subject matter experts) for review and comments, with support from Doc Control. Organize technical review and prepare with HSE/PSM process hazard analysis of project’s modifications. Incorporate comments and decisions made through review in his/her design before FID.

Job Responsibilities:
 

Technical: Coordinate all activities related to the FEL and FEED of assigned capital projects, including process conditions gathering and validation of input data and project design basis with asset owner/operation team. Lead: Technical Procurement and direct 3rd party engineering service suppliers to complete the development of capital projects (up to FID gate approval). Ensure time and cost of engineering respect contract upon award. Financial: Responsible for cost and schedule control of assigned projects, support procurement through a call for tender and evaluate technical offers (TBT), revise change orders, and submit to Project Supt for decision. Personnel: Project Team Leader coordinating in-house personnel (for multi-discipline projects) and external engineering service suppliers. Has no direct report. Deliver/Produce: Project Design Basis, Statement of Requirements, Scope of Work, FID request, Handover to EPC. Others: report the progress of the project portfolio. Support EPC’s Project Eng. should questions arise in EPC and start-up. Qualifications Needed:
  BS in Engineering, with experience on small brownfield projects up to 10 M$ TIC (Total Installed Cost). Previous roles include: Senior/Principal Project Engineer (Process, Mechanical Discipline), Discipline Leader, and most recently Team Leader or Project Manager of the FEL/FEED phase. Experience in Refining and Petrochemical projects. Fluent in Project Gated Process, Cost estimation, and Deliverables applicability depending on FEL phase and Project Cost. Competent in gathering process data from the field and DCS/SCADA, to perform basic process-mechanical-I&E sizing of major equipment and especially understand key input required by discipline specialists for sizing and generating deliverables. Develop PFDs & P&IDs (redline markup), describe process/operation philosophy and principles of controls. Able to participate/support HAZOP of the project in FEED, and able to translate in project scope resolution of HAZOP gaps. Able to review SIF, C&E matrix, Datasheets. Identify, comment/mark up modifications by a project on the existing one. Able to perform field walk of process units, including locations accessible by ladder.
