By joining EC, you have the unique opportunity to work on AECOM’s monumental projects located around the world, contributing to our purpose of delivering a better world. **About the role** We are seeking an experienced **Project Controls Manager** to lead and manage our Project Controls function, comprising a growing team of over 70 domain specialists, ensuring strategic alignment between project execution, business growth, and client engagement. The successful candidate will be responsible for overseeing project performance metrics, cost control, risk management, and scheduling while playing a crucial role in expanding our business portfolio and strengthening client relationships. As the head of the department, you will collaborate closely with internal stakeholders to optimize operational efficiency and contribute to the company's long-term vision. Ensure that all commercial, technical, and managerial decisions are fully compliant with AECOM good business practice, with particular emphasis on Safety, Health and Environment, regulatory compliance and providing input to strategy development and business planning. **Primary Responsibilities:** **Strategic Leadership & Business Growth** * Develop and implement project control strategies aligned with corporate objectives to enhance business growth and profitability. * Identify new market opportunities, engage with potential clients, and participate in business development efforts. * Collaborate with executive leadership to define short-term and long-term business goals for project controls and overall project management functions. * Lead the preparation of project control-related proposals and presentations for business acquisition and client engagement. Project Controls & Performance Management * Establish and maintain project controls frameworks, including cost management, scheduling, risk analysis, and reporting. * Ensure timely and accurate project performance reporting, providing insights to stakeholders for informed decision-making. * Develop and implement best practices for cost estimation, forecasting, earned value management (EVM), and resource allocation. * Monitor and mitigate risks, ensuring adherence to budget, schedule, and scope constraints. * Optimize the use of digital tools and technology to enhance project control capabilities and reporting efficiency. **Client Relationship Management** * Act as a key liaison between the company and clients, ensuring strong relationships and alignment on project objectives. * Engage with clients to understand their needs, providing strategic recommendations and solutions for project execution. * Lead negotiations and discussions related to project control measures, claims, and contract variations. * Ensure client satisfaction by maintaining high standards of service and performance in all project control activities. Team Leadership & Development * Lead, mentor, and develop a high-performing project controls team, fostering a culture of excellence and continuous improvement. * Provide guidance on career development and training opportunities for team members to enhance their technical and managerial skills. * Promote a collaborative environment between project controls, project management, finance, and engineering teams to drive efficiency and innovation. **Key Competencies** * Strategic Thinking: Ability to align project control functions with business objectives. * Leadership & Team Development: Experience in mentoring and guiding teams toward success. * Client-Centric Approach: Strong client engagement and relationship-building skills. * Analytical & Problem-Solving Skills: Ability to interpret complex data for effective decision-making. * Technical Proficiency: Expertise in project control software and methodologies. * Adaptability & Innovation: Proactive in identifying and implementing industry best practices and emerging technologies. **Responsibilities SHE** * To know and respect the Romanian legislation SSM and PSI, the company's procedures and the project procedures approved in the subject. * Behave in a safe manner, without exposing himself or herself or others to danger, not performing or engaging in activities for which he or she is not qualified or trained. * Report immediately to the Safety Department and to the Chief Administrative Officer any observed danger or any unsafe condition, any incident or accident in which he is involved or witness. * Wear and use the personal protective equipment received for travel on site safely. * Use technical equipment and means of transport in complete safety, in accordance with specific rules and applicable legislation. * To comply with the occupational medicine program, according to the legislation in force. * To participate in the OSH and PSI training programs on site and in the projects and to know the processed materials. * To actively participate in maintaining a level of zero accidents and accidents at work. **Responsibilities on GDPR** * Maintaining in strict conditions the passwords and technical means of access to personal data that they process by virtue of their duties. * Prohibit effectively and prevent the access of any other employee to the channels of access to personal data available on the computer of the company through which he carries out his activity. * Handling with the utmost care the personal data stored on the physical medium to which he has access, both in terms of the preservation of the media and in terms of their storage in the places and under the conditions established in the working procedures. * Keeping secret passwords and technical means of access to the computer systems they use in the performance of their duties. * Confidentiality of the personal data to which he has access, both directly and possibly in the media. * Prohibition on the physical copying of personal data available in the company's computer systems. * Prohibition on the transmission of computer data or other media of personal data to computer systems which are not under the control of the company, or which are accessible outside the company, including USB sticks, HDD, hard disks, mailboxes, accessible folders via FTP or any other technical means. **Qualifications** **PROFESIONAL QUALIFICATIONS & EXPERIENCE** * Ensure project controls processes comply with industry standards, regulatory requirements, and company policies. * Oversee risk assessments and mitigation strategies to proactively address potential project and business risks. * Maintain a robust governance structure for project controls, ensuring transparency and accountability Qualifications & Experience * Bachelor’s degree in Economics, Engineering, Project Management, or a related field. Master’s degree preferred. * 15+ years of experience in project controls, cost management, and scheduling * Proven experience in leadership roles, managing project control teams and business development initiatives. * Strong knowledge of project control methodologies, tools (e.g., Primavera P6, MS Project, SAP), and financial forecasting techniques. * Exceptional analytical skills with a strategic mindset to drive business growth and operational excellence. * Excellent communication, negotiation, and stakeholder management skills. * PMP, CCP, or PRINCE2 certification is a plus. * Commercially and financially minded * Strong technical leadership of teams in the delivery of projects focused on delivering for the Client. * Experience in working with design teams located in different countries and ability to gain client confidence and trust, through strong technical communication skills. * Strong people management skills and experience. * Fluent in English (spoken and written). **LEADESHIP CAPABILITIES** Leading People Developing Talent: Encouraging and supporting the work-related development of others through both formal and informal performance enhancement strategies.
