JOB DESCRIPTION:

One (1) Programmer Level 3 to assist the Department of Technology, Management and Budget (DTMB), and the Michigan Department of Health and Human Services (MDDHS) Family and Community Health Divisions Maternal Infant Health Program (MIHP) web based application. Estimated PO Time period 10/12/15 - 09/21/16. Acts as an expert programmer. Relies on experience and judgment to plan and accomplish goals, performs a variety of complicated tasks, may lead and direct the work of others, may report directly to a project lead or manager, a wide degree of creativity and latitude is expected. Programmer Level 3 will assist in completing development of the Public Health MIHP web based application, leading to the successful deployment statewide. Support additional database interfaces to additional systems and related services as required. The overall Maternal Infant Health Program (MIHP) a thin client application has been built in house. It is a custom built thin client application based on Spring and Hibernate frameworks. In addition to Java program code written by in house application architects and developers, with an Oracle 11G backend. The candidates selected for an interview may be asked to take and pass an on-site examination during the interview to demonstrate knowledge of JEE software engineering techniques. M. It is a custom built thin client application based on Spring and Hibernate frameworks. In addition to Java program code written by in house application architects and developers, with an Oracle 11G backend. On the client end, the system is a web based portal with a single sign on for authorized users. The site is a secure website and can be accessed with basic hardware/software configuration and an adequate web browser (IE 6.0 or greater).

Description of the requested work, including deliverables and knowledge transfer Complete development of the Public Health MIHP web based application, leading to the successful deployment statewide. Support additional database interfaces to additional systems and related services as required.

Essential Duties and Responsibilities:

• Review user work requests, analyze requirements, develop program specifications and coordinate testing in multiple environments for systems used statewide, such as DCH File Transfer, Single Sign-On, MIHP Application.

• Review and validate the development of test data and scenarios incorporating extensive knowledge of Department business rules.

• Validate and implement test procedures for applications used.

Any specific regulations, requirements or expertise applicable, including specific background/security checks required. Extensive expertise with J2EE software engineering techniques, especially JEE authorization-authentication and session management specifications: JSP, JavaScript, CSS, Struts, Hibernate (without Annotations), Jboss, myeclipse; Oracle database backend.

Knowledge of SUITE processes & state standards.

Knowledge & experience in web architecture.

Knowledge of state & federal regulations & requirements in regards to the public health statistics and information systems. Background check by state of Michigan will be required:

• Contractor must present certifications evidencing satisfactory Michigan State Police Background checks ICHAT and drug tests for all staff identified for assignment to this project.

• Contractor personnel will be required to complete and submit an RI-8 Fingerprint Card for the National Crime Information Center (NCIC) Finger Prints, if required by project. • Contractor will pay for all costs associated with ensuring their staff meets all requirements. SKILLS REQUIRED:

Minimum 8 years in JAVA/J2EE, CSS, JavaScript, and JBOSS, hibernate, MyEclipse.

• Minimum 5 years in system, communication

and user documentation.

• Minimum 5 years with PL/SQL.

• Minimum 4 years in Oracle environment

• Minimum 4 years with web architecture management.

• Minimum 3 years in project plan management.

• Advanced proficiency with all MS Office applications and Microsoft Visio.

• Strong written and communication skills.

 

Skills Preferred: Ability to conduct training & information sessions, communicate at a level appropriate to the audience, make oral and written reports and presentations.

 

Experience Required:

Experience in reviewing user work requests, analyze testing requirements, develop testing specifications and coordinate testing in multiple environments.

• Review and validate the development of test data and scenarios incorporating business rules.

• Validate and implement test procedures for applications used.

 

Experience Preferred:

Experience with Test Management tools Microsoft Team Foundation Server, HP Load/Road Runner, HP QTP (Quick Test Professional).
