The Role:

The World Food Programme (WFP) prioritizes the mainstreaming of gender, protection and disability inclusion throughout all its work. A people-centered approach is adopted to ensure that the needs and preferences of communities shape the design of our programmes. The WFP Philippines Country Office focuses on ensuring that food assistance is inclusive and adaptive to the needs and capacities of affected populations. To achieve this, WFP ensures that communities have access to information on WFP activities, their rights, and feedback mechanisms in ways that are accessible to the diverse information needs and preferences of the people we serve. WFP also ensures that all programming is done through a protection, gender and inclusion lens to support affected communities adequately and ensure a do-no-harm approach.

WFP is recruiting a National Officer (Gender, Protection and Accountability) who will work under the direct supervision of the Head of the Programme Unit. The Country Director will be the second-level supervisor.

Key responsibilities

Lead the development, implementation and mainstreaming of gender equality, protection, accountability, conflict-sensitivity, disability and social inclusion strategies within the WFP's programmes and operations, in line with the WFP's gender, protection and accountability to affected populations policies and guidelines. Provide technical advice to WFP Philippines (CO) on matters pertaining to gender equality, protection, accountability and disability inclusion strategies and programmes, and facilitate the timely and productive use of related outputs in a manner that complies with WFP standards and processes. Oversee the implementation of a project on the economic empowerment of Indigenous and rural women – which is complementary to WFP’s Home Grown School Feeding programme - funded by the Spanish Agency for International Development Cooperation (AECID) and maintain the relationship with the donor. Contribute to the development of systems and tools for the monitoring and assessment of food assistance needs to populations affected by hazards, natural disasters and conflicts considering gender sensitivity and protection aspects. Conduct regular protection monitoring missions in project areas including BARMM and protection risk analyses and share recommendations on improving the CO’s protection and gender efforts. Provide technical assistance to build gender-sensitive institutional and technical capacities to implement social protection, home-grown school feeding, emergency response and preparedness, resilience and climate change programmes. Provide technical support, guidelines and checklists to WFP staff and partners to contribute to the development, implementation and monitoring of Programme activities, plans and processes, ensuring alignment with gender, protection and social inclusion considerations. Support the capacity building of WFP staff, partners, community members, Government representatives, and other stakeholders by developing training materials, designing and overseeing the delivery of gender, protection, and accountability related training activities. Lead the implementation of the CO Gender Equality, Social and Disability Inclusion (GEDSI) Action Plan aligned with the new CSP (2024-2028).

Selection criteria

Master’s Degree in any of the following disciplines: International Relations, Development Studies, Social Sciences, Humanitarian Action, Gender Studies or similar specializations More than 5 years of experience in gender and/or protection, research, community-based activities, volunteering, or similar Knowledge of gender, protection and accountability to affected populations concepts Knowledge of disability inclusion Experience in integrating gender and protection in programmes Experience with analysis gender, age and disability disaggregated data Strong analytical, written and oral communication skills including the ability to write in an engaging and informative manner, and conceptualize and clearly synthesize information Ability to plan and organize work with minimum supervision. Excellent oral and written skills in English
