The Program Technician, working within the Supply Chain and Logistics (SC&L) department at OHSU, is critical in supporting the implementation and management of institution-wide programs that ensure OHSU's operational efficiency and effectiveness. This position provides essential technical support in interpreting program policies, regulations, and procedures, contributing to developing and updating program manuals and offering technical training to staff.

 

The Program Technician role is instrumental in ensuring that programs within the SC&L portfolio, such as Copy Center, P-Card Management, Document Management, and others, operate under a consistent and compliant framework. By participating in operational reviews, developing training materials, and supporting process improvement initiatives, this role helps maintain the high standards of operational excellence expected at OHSU.

 

Additionally, the Program Technician will manage key supply chain accounts, including Amazon Business and Staples Business, ensuring that these resources are efficiently utilized to support the diverse needs of OHSU departments. The position requires strong communication and organizational skills to effectively collaborate with various stakeholders across the institution and ensure that all programs align with the overarching goals of the SC&L department.

Function/Duties of Position

Program Administration and Account Management:

Provide analytical and data-driven recommendations to the Supply Chain & Logistics Management team related to Staples and Amazon Business programs, cost-saving opportunities, quality improvement, standardization, and best industry practices for supply chain management. Develop, foster, and maintain strong relationships with the service community and user groups to ensure a broad understanding of logistics operations and the needs and objectives of the program. Conduct periodic reviews with Logistics Management and stakeholders to measure and report performance levels, identify root causes of issues, and implement corrective action plans when necessary. Additionally, oversee the development, implementation, and maintenance of the program strategic plan, and facilitate regular program Advisory Committee meetings to ensure ongoing alignment with organizational goals and best practices. Manage the Amazon Business and Staples Business accounts for OHSU employees and departments. Monitor usage, resolve issues, and optimize procurement processes to ensure the efficient operation of these accounts. Liaise with suppliers and vendors to maintain positive relationships and ensure the timely delivery of goods and services.

Technical Consultation and Program Training:

Interpret rules, regulations, and OHSU policies to support staff and program operations. Serve as a communication link within OHSU, explaining policies to staff and external stakeholders if necessary. Write policy and procedure workflows and training aids to reflect current regulations and operational needs. Design and develop program-related forms and documentation when needed. Provide technical policy advice to program staff and assist in planning operational advancements for the program's continued success. Develop and deliver program policies, procedures, and compliance requirements training. Conduct surveys to assess training needs and prepare relevant training materials. Update and maintain training manuals to ensure they are accurate and reflect current practices.

Program Development and Operational Review:

Conduct program operational reviews to ensure compliance with OHSU standards. Identify strengths, weaknesses, and areas of non-compliance within program operations. Recommend ways to mediate any issues or concerns with the program and continually monitor the effectiveness of these suggestions. Compile and write reports summarizing operational review findings, including improvement considerations. May lead analyst and support staff in reviewing and assessing program operations. 

Process Improvement and Change Management:

Participate in improvement initiatives to enhance program operations' efficiency and effectiveness. Support the implementation of best practices and innovative solutions to address operational challenges. Assist in managing change initiatives within the SC&L department, ensuring smooth transitions and minimal disruption to ongoing operations. 

Relationship Management and Supplier Coordination:

Serve as a critical point of contact for program-related inquiries, providing clear and accurate communication to internal and external stakeholders. Foster strong relationships with program stakeholders, ensuring their needs and expectations are met through effective program management and support. Manage relationships with vendors and suppliers involved in program operations, ensuring that contractual obligations are met and service delivery aligns with program goals. Coordinate with suppliers to resolve any issues that may arise, ensuring continuity of service and minimizing operational disruptions. 

Miscellaneous Duties:

Draft language for administrative rules related to program operations. Monitor legislative bills that impact OHSU and draft related legislative concepts for internal review. Participate in research projects to support the continuous improvement of supply chain and logistics operations. Required Qualifications Three years of experience administering or coordinating parts or subsets of a project or program.A bachelor’s degree in Business Administration, Management, Public Administration, or a field directly related to the position will substitute for two years of the required experience.

Remote Work (M-F 8-4:30 pm). Occasional on-campus work may be required. On-campus work is in an office environment, and occasional travel around campus via car, public transportation, walking, tram, or other means of transportation will be required.
