Minimum Qualifications Minimum A baccalaureate degree plus two (2) years of experience in business administration, accounting, economics, mathematics, finance, or similar fields. Substitutions Six years of full time work experience in any field may be substituted for the baccalaureate degree. A master's degree may be substituted for two years of the required work experience. Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows: A maximum of 120 semester hours can be combined with experience to substitute for the baccalaureate degree. 30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree. 60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree. 90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree. 120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree. College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years of full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years full-time work experience to substitute for the baccalaureate degree. Job Concepts Function of Work To perform analysis, monitoring, and disbursement activities in the daily administration of GOHSEP’s State Management Cost (SMC) process for Federal and/or State declared disaster events. Level of Work Entry Supervision Received Direct from a higher level manager and/or Section Chief Supervision Exercised None Examples of Work Calculates and prepares documentation to allocate payroll expenditures to appropriate funding sources. Assists in the development of internal processes, policies and procedures pertaining to this section. Provides management with accurate and timely status reports. Monitors and forecasts revenues and expenditures to identify trends and potential funding problems. Prepares required reports which include the compilation and analysis of data regarding obligations, revenues and expenditures in comparison to budget forecasts. Requires frequent interaction with State and Federal partners to ensure the overall success of the grant programs within the allowable funding requirements of SMC. Works with established processes, policies, and procedures pertaining to the FEMA and State recovery programs. Ensures GOHSEP’s processes are documented and in compliance with all Federal and State regulations governing disaster grant programs. Reviews and processes EMAC claims for deployed and assisted missions. Provides support to the management on all situations as needed.
