Program Specialist
Overview Highlight is seeking a Program Specialist to support the Department of Health and Human Services (HHS) with a full range of program development and grants management functions. In this role, you will perform a variety of technical grant-related assitance activities for the office of Administration for Children and Families (ACF). You will also support post-award monitoring of grantee's on-going activities. Responsibilities Ensure grantees receive pertinent information from the Office of Head Start, including information memorandums, program instructions, and OHS announcements regarding initiative, priorities, and quality expectations. Provide ongoing assistance to grantees by facilitating the interpretation and understanding of Federal HSPPS. Deliver consistent oversight and support to grantees to ensure full compliance with all Federal regulations. Maintain detailed and complete official grant files, records pertaining to the receipt and tracking of grant applications and the grant review process, including negotiations and any post-award change requests. Conduct on-site yearly grantee visits as scheduled by the regional office. Review programmatic status reports, program information report data, monitoring data, monitor review findings, and work with programs to resolve any issues, non-compliance, or deficiencies. Utilize Grant Solutions and Head Start Enterprise System (HSES) as required. Provide ongoing support to grantees to ensure they receive necessary support. Participate in seminars and special training events or other activities as requested by OHS. Qualifications U.S. Citizenship. Ability to obtain a Public Trust clearance. Bachelor’s degree required for consideration, Master’s degree preferred Experience and education in education, early childhood education, child development, public administration, family and consumer science or related fields preferred Knowledge of Head Start Program and applicable grant systems a major distinguishing feature, to include experience providing guidance to state, local, or federally funded programs 3-5 years of solid grants management experience required for consideration 1 year of performance/programmatic oversight of early childhood, education, social, or behavioral science programs Must have good data analytics skills and the ability to present data in ways that are understandable and relevant to different stakeholders and audiences Strong organizational skills and the ability to effectively manage multiple priorities. Strong interpersonal skills, with the ability to build relationships and collaborate with a variety of stakeholders Proven ability to effectively communicate in writing and when speaking, Computer, Internet and general proficiency with Microsoft Outlook, Word, Excel and PowerPoint; demonstrated proficiency in utilizing a variety of web-based and off the shelf data management software packages.
