Program Specialist
Summary This position is located at Region 5 with a duty location of either Vallejo, Redding, or Riverside, CA. Performs a wide variety of activities managing and implementing a comprehensive regional training, evaluation, and certification program for the use of chain saws and crosscut saws by employees, volunteers, and cooperators on National Forest System lands. Collaborate with wide variety of internal and external customers and partners to establish common understanding, build consensus, and promote a shared vision to build capacity and enhance safety. Ensure personnel are familiar with chainsaw and crosscut saw programming, policies, procedures, and operations Establish and leverage a risk management framework to evaluate, collaborate and approve/disapprove cooperator on chainsaw programs. Strong networking and interpersonal skills to interact with diverse groups with differing experience and capabilities Review, and approve cooperator programs (based on Technical Advisory Group recommendations) in conjunction with other Regional Chainsaw Program Managers Propose, and draft new policies and strategic innovations as a member of the Technical Advisory Group. Review processes from the Coordinated Response to be familiar with Facilitated Learning Analysis (FLA) and Learning Protocol (CRP) Serve as a member of the National Chain Saw Program Technical Advisory Group (TAG) to promote innovation. Serve as a liaison with regional affiliated Federal, State, tribal, local governments, and volunteer partner groups to hear and respond to needs. Deliver training to ensure safe ground operations. Lead instruction, training and evaluations for field and classroom. Build consensus groups and align partners to adopt new innovations, policies, and training. Promote and demonstrate a culture of safety within the regional chain saw program to empower all participants to learn, share, and improve. Collaborate with safety professionals and assist in the proactive review and analysis of saw-related accidents, and near misses. Conduct project and program risk analysis using Safety Management System principles. Monitor the activities of internal and external stakeholders as they implement the regional saw (chainsaw and crosscut saw) program. Maintain qualifications as either a C sawyer for either crosscut saws or chainsaws, as well as qualifications as a C sawyer evaluator for either tool to comply with national saw program standards for a Regional Saw Program Manager. Specialized Experience Requirement: For the GS-11 Level: Applicants must have one year of specialized experience equivalent to at least the GS-09 grade level. Qualifying specialized experience is defined as two or more of the following: Identifying sawyer-related hazards and assessing potential for harm to employees; and/or providing technical expertise to managers with regard to risk factors, OSHA requirements, proper selection and use of personal protective equipment, and safe work practices; and/or conducting safety education activities, promoting sawyer safety awareness through safety councils, employee meetings, training, and other venues; and/or providing sawyer training for supervisors and employees. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., in a field that provided the knowledge, skills, and abilities necessary to do the work of the position (such as business administration, law or other field related to the work of this position). OR An appropriate combination of specialized experience (equivalent to at least the GS-09 level) and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.) that is directly related to the work of this position. For the GS-12 Level: Applicants must have one year of specialized experience equivalent to at least the GS-11 grade level. Qualifying specialized experience is defined as two or more of the following: Planning, managing, organizing, budgeting and/or directing a district, forest or regional sawyer (chainsaw and crosscut saw) program; and/or participating as a safety management team member to develop and implement procedures for sawyer-related accident prevention and hazard control; and/or determining and interpreting required new measures to control and eliminate hazards to employees, equipment, and materials; and/or examining new sawyer standards and agency directives and adapting them for implementation. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement. Education See Qualifications section for education that may be qualifying. PROMOTION POTENTIAL: If you are selected for a position with further promotion potential, you will be placed under a career development plan, and may be non-competitively promoted if you successfully complete the requirements and if recommended by management.
