This includes responsibilities in the development, maintenance, and implementation the Montana DNRC’s Incident Awareness & Assessment (IAA) assets and management of data within the IAA. The individual will also ensure DNRC IAA integrates with the geographic area and National IAA Program. This includes but may not be limited to; Planning Montana DNRC & contracted IAA aerial missions in coordination with DNRC Area offices and the National IAA program, management of data from Montana DNRC aerial assets & contracted resources, management of additional IAA assets, or data, such as lightning detection systems, camera systems and satellite information. Ensure that the data is available and accurate in a timely manner for use by field personnel. Providing relief sensor operation to field locations will also be a key responsibility during the peak fire season months (Typically July and August). The IAA and Planning Specialist works in collaboration with Fire Protection Bureau (FPB) program leads to coordinate, develop, support and maintain data management, analysis, analytical assessments related to the implementation of the FPB programs. The IAA and Planning Specialist interacts with program managers to support the development and management of information business practices, data systems, applications and datasets related to the FPB mission and program implementation. Duties include program and budgetary planning, development, implementation and a wide variety of professional and technical duties in support of Program, Bureau, and Division goals and objectives. A crucial function is to support the business mission of the FPB programs and functions as the liaison between Financial Services, OIT and the FPB to procure, build, maintain and improve the WFIT for the FPB. The incumbent will contribute substantially to ongoing and sustained effort to strategically modernize the fire protection programs to support the State/County Cooperative Fire Protection Program. The FPA and Planning Specialist serves as the technical expert and point of contact in the Fire Protection Bureau regarding matter pertaining to wildfire information technology and data. The IAA and Planning Specialist works under the general supervision of the Planning and Intelligence Program Manager, may supervise one full time Program Officer, and a part time intern, and may be required to supervise additional personnel while functioning in an ICS position or support role during emergency situations and during special projects as assigned. Work assignments are covered by established policies and general program objectives; and the incumbent is responsible for working with the DNRC’s Office of Information Technology (OIT,) Human Resources and Financial Services to carry out their assigned responsibilities. The incumbent must perform a variety of other professional and administrative tasks in support of the Fire Protection Bureau as assigned by the supervisor. This may include representing the agency at meetings and conferences, coordinating, and directing special projects, and attending training and/or continuing education as required. These professional and administrative tasks require general knowledge of fire management practices and procedures; knowledge and understanding of related Montana Code Annotated; legislative processes and support for legislative requests and other topics related to overall missions of the Fire Protection Program, Forestry Division, and Department. *Essential Functions (Major Duties or Responsibilities):* These job functions are the essential duties of the position and are not all-inclusive of all the duties that may be assigned to the incumbent. *Plan IAA missions, assess needs & manage data:* The Incident Awareness & Assessment Specialist primarily focuses on the Department’s wildfire Incident Awareness and Assessment Program (IAA) and is responsible for the continuous development, improvement, and operation of IAA, which provides the Department with key wildland fire detection and mapping intelligence *Task 1*:Serve as the principal subject matter expert and point of contact for the Montana IAA program. Develop and lead all planning and business practices for IAA throughout each fire season; coordinate missions with field office fire programs, and the National IAA program to achieve desired outcomes. Establish goals, performance criteria and implement actions to achieve them. Evaluate ongoing operations and activities to promote and ensure efficiency of the IAA program, resolve problems affecting program performance, and identify enhancements. *Task 2*:Provide oversight and management of the Incident Awareness and Assessment workflow throughout each fire season. Serve as the lead for staff to accomplish the management, administration, and completion of each stem within the IAA workflow. Manage resources and budget allocations to IAA ensuring accurate and timely data to the field. Provide staff, field and county personnel, and the general public with guidance and technical assistance upon inquiry about the IAA program, aircraft sensors and data, lightning detection systems and other field intelligence systems. Maintains the authoritative datasets related to IAA to include sensor imagery data, lightning detection data, and other associated IAA data. *Task 3:*Provide analysis and managerial decision support to leadership for future development of IAA in Montana. Provide analysis, summaries, and report from IAA to support legislative inquiries and requests. Prepare written documents and statistic packages from IAA program. Ensure data is available for future analysis of the IAA program. *Management of the FPB WFIT and Data:* The FPA and Planning Specialist works in collaboration with FPB program managers to coordinate, develop, support and maintain data management, analysis, and analytical assessments related to the implementation of the Fire Protection Bureau programs. The FPA and Planning Specialist interacts with program managers to support the development and management of information business practices, data systems, applications and datasets related to the FPB mission and program implementation. *Task 1:*Works directly with FPB program managers to analyze business processes and functions to determine needs for modernization and or improvement related to information technology supporting program databases and systems, applications, geographic information systems and technical services. Supports engagement with the Department’s OIT and the Financial Services Office to determine and implement the process for procuring upgrades or new technology, systems and applications to meet the program business needs. *Task 2*:Supports and guides FPB program managers with project planning, design and implementation of WFIT and data systems to carry out program implementation. Provides end user support and training, point of contact and outreach efforts for technical and software related issues, maintenance and upgrades. *Managerial:* *Task 1:* Effectively lead and supervise assigned personnel including: training, directing, motivating, managing career development, mentoring and coaching, managing time and attendance, maintaining effective working relationships, achieving work plan objectives, and applying general management concepts such as goal setting. *Task 2*:Researching funding opportunities available to further the Fire Planning and Intelligence Program. Coordinating and engaging with grant writers and managers in grant and contract project development. Identifying supporting agencies that may want to collaborate in grant funded activities. Track and communicate grant application development, process and submittal to FPB. *Task 3:*Coordinate grant and contract project development, managing goals, timelines and deliverables. Prepare and monitor grant budgets, expenditure and ORG management. Experience in fire management, forestry, resource management accounting, computer science and technology, data and geographic information systems and data analysis is desirable. *Required knowledge, skills, and abilities:* The position requires skills and abilities in conflict resolution; planning, organizing, and administering IAA program activities; database management, maintaining extensive files and records and preparing detailed reports; and communicating effectively verbally and in writing. In addition, this position requires skill in researching and analyzing data, utilizing standard and specialized office software, including GIS and database software; the ability to lead, supervise, coordinate and direct multiple personnel and resources to complete work objectives, work on multiple projects simultaneously; must work well with others and maintain a positive working environment. *SPECIAL INFORMATION:* Candidates must be eligible to work in the United States.
