The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.
CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

In India, CHAI works in partnership with its India registered affiliate William J Clinton Foundation (WJCF) under the guidance of the Ministry of Health and Family Welfare (MoHFW) at the Central and States' levels on an array of high priority initiatives aimed at improving health outcomes. Currently, WJCF supports government partners across projects to expand access to quality care and treatment for HIV/AIDS, Hepatitis, tuberculosis, COVID-19, common cancers, sexual and reproductive health, immunization, and essential medicines.

Project Background:
With the objective of reducing maternal, child, and overall mortality from hypoxemia related cases, WJCF, under the guidance of health departments in the states of Madhya Pradesh (MP), Chhattisgarh, and Punjab is supporting initiatives to strengthen prevention and diagnosis practices and improve the supply and use of high-quality oxygen services. To that end, the Essential Medicines and Oxygen (EM&O2) program focuses on the following key elements:
Effective planning and strategies to manage oxygen systemsAffordable, efficient, and high-quality oxygen procurement and distribution systemsImproved clinical administration and technical management of oxygenImproved information systems and monitoring for oxygen accessThe Program supports the state health and facility level leadership to strengthen governance structures, ensure optimal maintenance and upkeep of oxygen assets, and build capacity for management of assets and provision of clinical care. Through this support WJCF expects to ensure prevention, early diagnosis and timely access to high quality medical oxygen to manage hypoxemia cases, while ensuring adequate preparedness to manage surge of Covid-19 cases or on account of other acute or seasonal respiratory ailments.
Position Summary:
The Program Officer will collaborate closely with the EM&O2 Program Manager and Ministry of Health & Family Welfare (MoHFW) to implement program initiatives. The role involves working with various national and state stakeholders, focusing on activity implementation planning, data analytics, stakeholder communication, and coordination.

Responsibilities Establish and manage collaborative relationships with central and state government officials, ensuring seamless planning and execution of program initiatives while maintaining effective communication channels.Support the project management unit through coordinated stakeholder engagement, ensuring timely response to communications and maintaining strong relationships with key partners.Work with program teams to strengthen the medical oxygen ecosystem through strategic initiatives in supply chain management, capacity building, and data systems, contributing to sustainable pandemic preparedness and response.Support program leadership in national-level stakeholder coordination across multiple domains including disaster management, maternal health, child health, and infectious diseases.Design and conduct primary and secondary research to generate strategic insights for medical oxygen system strengthening, enabling data-driven decision-making and program improvements.Lead data management activities including cleaning, consolidation, and analysis to produce actionable insights, and develop high-quality program reports, presentations, and policy briefs for diverse stakeholders.Proactively identify implementation risks and challenges, develop comprehensive mitigation strategies, and work with teams to ensure effective resolution.Collaborate closely with internal teams to drive timely delivery of designated tasks and program milestones, ensuring alignment with overall program objectives.Undertake travel as required to support on-ground implementation, stakeholder engagement, and monitoring activities across different locations.Support program leadership with additional responsibilities as needed to ensure successful program implementation and achievement of desired outcomes. Qualifications Bachelor's degree or higher in public health, statistics, engineering, development studies or related fields.At least three years of relevant work experience in implementation of programs related to public health, public policy/administration, or allied areas.Skills & Traits:
