Job Description
The Program Manager/Portfolio Lead will manage and oversee the D5 Life Extension II program for the Strategic Systems Program of the Navy. This role involves working closely with various lines of service and customer stakeholders to ensure the successful delivery of the program. The Program/Portfolio Lead is responsible for planning and designing the program, proactively monitoring its progress, resolving issues, and initiating appropriate corrective action. The role includes developing integrated program schedules, status reports, risk/issue trackers, and process guides.
ResponsibilitiesDefine and manage the Master Project Plan using a hybrid agile/waterfall methodology, establish a governance framework, and maintain a weekly work management cadence to ensure timely completion of deliverables and achievement of milestones.Collaborate with customer stakeholders to manage all phases of the implementation lifecycle—requirements, analysis, design, implementation, testing, and deployment—ensuring alignment and satisfaction.Ensure high-quality, value-added communications, status reporting, issue resolution, and stakeholder management across customer leadership, managers, and program staff.Participate and provide input to the continuous development of industry-specific accelerators (templates, best practices, automation tools) for faster delivery.Support the development of the PMO Practice, including team growth, business development, and evolution into a leading Systems Engineering and Program Delivery practice.Identify and expand opportunities to remain at the cutting edge of Program Management, Lean Management, and Change Management.Monitor program performance and implement corrective actions as needed.Conduct regular program reviews and status updates, monitor risks and issues, and develop mitigation plans.Prepare and present status reports to leadership as needed.Maintain a repository of program documentation and lessons learned.Essential SkillsBachelor's degree in engineering, computer science, or another related technical field10+ years of experience as a program manager overseeing complex portfolios of projectsPMP certificationSelf-starter who can work with minimal supervisionProven experience in delivering large-scale DoD systems engineering programsIn-depth understanding and experience with cross-program Risk Management, Schedule Management, and Status ReportingAdditional Skills & QualificationsMaster's degree in applied science, computing, engineering, mathematics, physics, management information systems, or another related engineering or computer science disciplineSystems Engineering experienceOCSMP or similar certificationSupervisory experienceExperience supporting Navy SSP Strategic Weapons SystemWork Environment
Engineering Documentation Heavy Environment with state-of-the-art Digital Engineering lab.
Pay and BenefitsThe pay range for this position is $45.00 - $86.53/hr.
