Summary About the Position: Serves as Supervisor and Major Support Command (MSC) Program Manager for all business operations initiatives in support of the Mississippi Valley Division (MVD), Regional Business Center (RBC), and the 6 Districts. Maintains an active dialog with Headquarters, Corps of Engineers; Department of Army and other governmental agencies Formulates and recommends strategic direction in contemporary and/or future environments Conducts research and analysis for major contemporary, emerging, and/or strategic issues confronting the command. Responsible for carrying out a range of coordinating, coaching, facilitating, problem solving, integrating, and reviewing duties. Leads the development of the Command's collective strategy in areas that affect the future direction of the Mississippi Valley Division (MVD). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. SPECIALIZED EXPERIENCE: One year of Specialized Experience equivalent to the GS-13 in the Federal service includes: Independently plan, design, schedule and/or carry out major projects for Corps of Engineers; Conducts research and analysis into issues and/or initiatives to explore alternatives and concepts for the recommendation of a resolution strategy; and Oversees and monitors command action plans on approved mission development and execution strategies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13) You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Communications Decision Making Planning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 2 years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years; however, return rights may be impacted. Position may be made permanent without further competition. If applicable, returns rights may be negotiated upon selection. If return rights are approved, a return rights agreement/statement of understanding will be required to be completed prior to appointment. This position is obligated to another employee. When a position is obligated to an employee it means that he/she has an entitlement to return to that position. During the obligation period, the position will be filled by temporary promotion, temporary reassignment, or temporary change to lower grade. If you are selected, you will be required to sign an agreement acknowledging that you are aware of the obligation and understand that you may be returned to your permanent position or displaced under reduction in force procedures at any time. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interest and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.
