Position Summary:

Rice University’s Baker Institute for Public Policy is seeking a program manager for the Science and Technology Policy Program (STPP) to assist the program director and research team in the work promoting science as a public good and developing evidence-based public policy.

Reporting to the STPP director, the Program Manager directs the administrative operations of the program. The position provides comprehensive support to the STPP director, fellows and scholars for research, events, communications, human resources, and financial activities. Working closely with the institute's finance, communication and development teams, the Program Manager oversees STPP external communications, assists event planning, handles purchasing and reimbursement processes for the STPP research team, and supervises and supports the development and implementation of STPP research projects and partnerships including post-award accounting and compliance.

The Baker Institute STPP provides a space for policymakers and scientists to engage in substantive dialogue on critical issues facing the U.S. and the world including emerging biotechnology, ethical concerns with research, federal funding and science advice.

Ideal Candidate Statement: 

The ideal candidate will have demonstrated competency in managing administrative functions for a research group, program or initiative as well as experience managing a research team.

Workplace Requirements:

This position is offered as a hybrid role, combining both in-office and remote work to provide flexibility and support collaboration. The Program Manager will be expected to be on campus at least two day per week as well as attend all STPP on-campus events. Per Rice policy 440, work arrangements may be subject to change.

Hiring Range: $48,700 - $60,800

This position is partially-funded by a grant, soft and/or restricted funds. Continued employment is contingent on the renewal of funding.

Minimum Requirements: 

Bachelor’s degree 1+ year experience in research management or administration Strong attention to details Strong verbal and written communications skills Strong data analysis skills

Preferences:

Relevant experience in an institution of higher education or research organization connected to science policy. Experience with Oracle, cloud applications (Google docs, google sheets, etc) and/or Microsoft Office Suite. Experience with social media (Twitter/X and LinkedIn). Interest in and familiarity with issues of science, technology, health and innovation policy.

Essential Functions

Administers key program functions for the Baker Institute Science and Technology Policy Program (STPP), ensuring efficient, effective and productive daily operations. Manages STPP budget and financial operations in coordination with the institute’s finance office and STPP director, including purchasing and reimbursement processes for the STPP research team. Plans and implements STPP events and outreach in coordination with institute’s events office, including facilitating speaker invitations, travel and honorariums, drafting event materials, selecting event vendors, and assisting the execution of workshops, lectures and conferences. Provides administrative support to STPP researchers on STPP-sponsored research proposals, including post-award accounting of STPP grants and contracts. Responsible for STPP -branded print and digital communications, including social media, website content and promotional materials.

Additional Functions

Assists STPP director in strategic planning and analyzing metrics to ensure program goals are met. Manages STPP team interns, including coordinating hiring processes, scheduling research team meetings, and reviewing intern weekly updates. May assist with fundraising and development activities. Assists with the onboarding and training of STPP staff and interns. Performs all other duties as assigned.
