Responsibilities Represents the district's navigation program as the primary point of contact for customers and stakeholders, responsible for incorporating their needs, ensuring a collaborative relationship, and keeping them informed. Performs supervisory and related managerial duties to direct the navigation project operations. Assures compliance with public laws, regulations, and policies for the navigation program of the Corps of Engineers. Relies on engineering/physical science knowledge when providing or receiving technical advice on unusual, controversial, or complex decisions and/or discussions related to Federal navigation projects or programs. Oversees the development, coordination, and implementation of a comprehensive Project Management Plan (PMP) for projects, ensuring all required functional areas of expertise are identified and integrated within the projects master schedule plan. Makes or recommend final decisions on actions that affect navigation in waters across Maryland, Virginia, Delaware, and District of Columbia. Models' high standards of honesty, integrity, trust, openness, respect for the individual by applying value to daily behaviors. Leads a diverse interdisciplinary Project Delivery Team (PDT) in the delivery of high-quality products and services that are on time, within budget, and meet customer expectations and project objectives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Managing a program that consists of several construction, operation and maintenance projects; 2) Supervising, leading, directing, and providing technical guidance/leadership to multiple employees for various projects; and 3) Developing and justifying scopes, schedules, and budgets for planning and execution of projects within the program. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
