Program Manager

The Alaka`ina Foundation Family of Companies (FOCs) is looking for a Program Manager to provide support to our Corporate Office in Frederick, Maryland.

DESCRIPTION OF RESPONSIBILITIES:

Supervises day-to-day task order operations by developing technical and management procedures and controls, planning, executing, monitoring, and reporting progress and risks. Executes early and continuous process to identify problems, utilizing lessons learned to minimize problem reoccurrence, and provides follow-up to ensure problem resolution. Tracks contract requirements Collects performance data and provides accurate and timely project deliverables. Develops/maintains budget/spend plans. Responsible for meeting budgetary goals and objectives. Develops and manages on-going project baseline cost, projected expenditures, and estimates-to-complete. Reviews and ensures accuracy of monthly invoices. Communicates regularly with corporate senior leadership and customer representatives to provide progress reports, identify concerns early and issue resolution. Responsible for staffing and personnel management Manages personnel by providing direction, performance feedback, counseling or other corrective action as needed. Ensures compliance with federal, state, local regulations, corporate policies and on-site Standard Operating Procedures (SOPs) Develops and fosters relationships with employees, customers, and potential customers. Other duties as assigned by supervisor.

REQUIRED DEGREE/EDUCATION/CERTIFICATION:

Bachelor’s degree in business management, biomedical field, or related field plus 1-3 years of experience in project or contract management (or an appropriate combination of education and experience in project & contract management functions)

REQUIRED SKILLS AND EXPERIENCE:

Experience in managing Government contracts in support of DoD Proactive leader with 1-3 years’ experience managing Phase I, II, III, and/or IV clinical trials and a working knowledge of CLIA regulations. Working knowledge of 21CFR Parts 11, 50, 54, and 56 Good Clinical Practice. Demonstrated ability to employ critical thinking to analyze and ensure that effective procedures are in place to meet contract objectives. Demonstrated ability prioritize and successfully manage numerous simultaneous activities and ensure the successful completion/delivery of multiple technical tasks. Effective supervisory skills and ability to clarify team purposes and goals, build team commitment, and strengthen collective skills and work approaches. Ability to lead a team successfully through proven leadership and people skills. Excellent professional communication (verbal and written) skills. Excellent organizational skills. Proficient in MS Office (Word, Excel, PowerPoint), Outlook & SharePoint Must be able to work independently with minimal direction.

DESIRED SKILLS AND EXPERIENCE:

Experience in managing contracts in support of biomedical research is highly preferred. Familiarity with DoD research environment to include BSL and BPRP knowledge Working knowledge of DoD contract processes/procedures PMP or CAPM is strongly encouraged.

REQUIRED CITIZENSHIP AND CLEARANCE:

Must be a U.S. Citizen Must be able to obtain/maintain a Secret clearance.
