Program Manager
Summary Position is with HQ/Division of Renewable Energy (HQ330) located in Washington, DC. Duty Location will be Remote. We expect to fill one (1) vacancy at this time; however, additional positions may be filled from this announcement if they become available. Temporary Promotion / Detail will be for a period not-to-exceed 13 months. This temporary promotion / detail may be extended without further competition; however, may not exceed a total of five (5) years. Responsibilities Plans, organizes, and oversees efforts and projects that are aimed at achieving and improving the quality, effectiveness, and timeliness of program accomplishment. Serves as a senior advisor to management and executive leadership on developing and implementing strategic plans in support of achieving the program objectives. Works with team members enacting an initial repeatable process for performing reviews and assessments, and documenting, analyzing, and reporting findings. Consults with key managers and stakeholders to ensure that all implications are identified, weighed, and considered in study and discussion of effective and efficient resource use and distribution. Plays a key role in the development and implementation of program policies, plans, guidelines, proposals, processes, and recommendations on issues which cross functional lines. Guides management in effectively implementing planning efforts for current and future performance requirements. Implements actions necessary to correct identified problem areas and follows through to ensure adjustments to program plans were made. Provides technical advice to other staff specialists and the Division Chief; determines when to consult with legal and fiscal authorities. Prepares briefings and participates in high level conferences and briefings with representatives of private industry, local civil entities, state and local governmental groups and other entities. Prepares responses to various types of correspondence and other inquiries from legislative and executive agencies and the general public on broad lands and realty issues. Plans, coordinates, and oversees major initiatives or projects to develop and implement new systems and/or processes that may have Bureau/Department-wide use and implications. Develops and tests new systems, models, and reporting formats for program accomplishments. Requirements Conditions of Employment Qualifications In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. For GS-14: You must possess one (1) full year of specialized experience at or equivalent to the GS-13 level that is equivalent in difficulty and complexity. Specialized experience is defined as: Preparing and implementing regulations, national, state, or regional policies, and strategic plans supporting federal programs. Independently and without supervisors' review; developing briefing papers, including the development of responses to inquiries, and providing informational briefings on federal programs for internal government Agency and Department audiences, as well as external stakeholder groups, as requested. Coordinating federal programs as it relates to land use planning, EA and EIS level NEPA reviews, endangered species and historic preservation and the integration of those legal requirements to minimize constraints. Leveraging expert knowledge of processing applications, implementing projects and/or plans of development on public lands. Implementing LUP and EIS plans through policy development or guidance documents for field staff. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. There are no qualification requirements for a detail assignment. Detail assignments do not include additional compensation and the selectee will not earn time-in-grade at the higher grade level. This is a bargaining unit position represented by the National Treasury Employees Union Chapter 341. This is a not-to-exceed 13 months temporary promotion / detail assignment which may be extended without further competition.
