Program Manager

 

Bowhead seeks Program Manager for an upcoming effort in Arlington, VA that can analyze and coordinate the schedule, timeline, procurement, staffing, and budget of a product or service on a per project basis. Lead and guide the work of technical staff. Serves as a point of contact for the customer.

Responsibilities

Essential functions will include: 

PM to ensure project procedures and controls are followed, manage manning and staffing project efforts, and lead problem resolution efforts. Interfaces with system or program contractors, vendors, and Government representatives regarding the technical aspects of the programs/projects. Supports Flag/Senior Navy and DoD leadership liaison operations, providing facilities management while managing all activities related to an organization remote from NAVAIR HQAnalyze and coordinate the schedule, timeline, procurement, staffing, and budget of a product or service on a per project basis. Lead and guide the work of technical staff.May serve as a point of contact for the client or customerOther duties as assigned Qualifications BS or BA in Business Mangment, ALLOWABLE SUBSTITUTION: an AS or AA degree in Business or Project Management and eight (8) years of experience in business administration5 years with BS/BA or 8 years with AS or AAWith at least 2 years of supervisory/lead experience required, including financial management and admin activities experience.  Experience performing complex evaluations of existing procedures, processes, communication techniques, models, and/or systems related to management problems for a Chief of Staff for a major Legislative or Department of Defense (DoD) Echelon Command / Secretariat; past experience supporting a Navy or Marine Corps Command Element preferred.  Demonstrated knowledge of SECNAV, OPNAV and OSD policy and documentation related to management, operations and life-cycle management of military acquisition programs.

SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
