Koniag Emerging Technologies LLC is seeking a highly accomplished Program/Management Analyst Level V to provide expert analytical and advisory support in various program-related activities, including developing program criteria, monitoring contracts, analyzing processes and procedures, and implementing best practices. This advanced position requires a bachelor’s degree from an accredited institution, a minimum of ten years of relevant experience, and demonstrated knowledge of Federal regulations in the area of specific need. The Program/Management Analyst Level V plays a crucial role in providing expert analytical and advisory support in various program-related activities, leveraging their extensive experience and knowledge. With a minimum of ten years of relevant experience, the successful candidate should possess strong analytical and problem-solving skills, excellent communication abilities, and the ability to work collaboratively with stakeholders across different agencies and organizations. Additionally, expertise in facilitating organizational change, a deep understanding of Federal regulations, and the ability to provide strategic guidance and recommendations based on industry-leading practices are essential for success in this advanced role, where they will serve as a trusted advisor and subject matter authority. **Essential Functions, Responsibilities & Duties may include, but are not limited to:** The Program Management Analyst Level V will be responsible for the following tasks: + Advise in developing program criteria to be utilized in Statements of Work, providing expert guidance and recommendations based on extensive experience and knowledge. + Aid management with monitoring executed contracting tasks, ensuring compliance, identifying potential risks or issues, and proposing mitigation strategies. + Assist in analyzing and improving knowledge of management processes and procedures, proposing comprehensive solutions for optimization and efficiency. + Research and use government and private sector best practices to measure and improve customer service, approval workflows, and processing timelines, implementing innovative strategies and industry-leading practices. + Analyze a large number of financial, program planning, bilateral, and program evaluation documents for standard and ad hoc reports, as needed, providing in-depth analysis, insights, and strategic recommendations. + Provide feedback to management on best practices for data input, document standardization, organization, and storage; identify recurring issues that should be addressed by management and develop comprehensive strategies and solutions. + Assist in coordinating the interpretation and adaptation of available guidelines/SOPs to specific work-related issues; aid in analyzing complex issues (e.g., workflow, delegations of authority, or regulatory compliance) and make recommendations for changes and improvements, leveraging extensive experience and knowledge. + Assist in developing SOPs for areas identified as potential risks or vulnerabilities to the INL's management control structure, ensuring compliance and mitigating risks through proactive measures and best practices. + Assist subject matter experts with the development of training modules for INL-sponsored training workshops and distance learning courses based on policies and procedures, providing subject matter expertise and strategic guidance. + Develop and maintain strong relationships through excellent customer service skills, project management knowledge, and a related understanding of the program office needs and mandates, fostering collaboration, communication, and trust. + Work closely with INL program office staff and managers, as well as stakeholders at U.S. embassies overseas and other U.S. federal agencies, to provide expert support on implementing agreements, policies, and procedures, serving as a trusted advisor and subject matter authority. + Other duties as assigned **Requirements** **Education:** + A Bachelor's degree from an accredited institution. **Work Experience, Knowledge, Skills & Abilities:** + For a position in the U.S., must be a U.S. Citizen or legal U.S. resident; for a position outside the U.S., any citizenship (U.S., Third Country National (TCN), and Local National (LN)) is allowable. + A minimum of ten years of experience in a relevant field. + Demonstrated knowledge of Federal regulations in the area of specific need. + Proficient in Microsoft Office Suite. + Demonstrated experience facilitating organizational change. **Our Equal Employment Opportunity Policy** The company is an equal opportunity employer.
