Position Summary: Reports to the Director of Behavioral Health or the Deputy Director of Mental Health. Responsible for establishing and implementing policies and procedures, maintaining operations and administrative functions of the Program.

ESSENTIAL ACCOUNTABILITIES

ADMINISTRATION

1. Oversee the hiring process of all staff; reviewing resumes, setting up and conducting interviews.

2. Orientation / training of all staff.

3. Responsible for program evaluation and Quality Assurance.

4. Document supervision of staff, including: providing formal, bi- weekly direct supervision to Assistant Manager(s) Client Coordinators, case managers and direct support professionals ( where applicable).

5. Completion of annual staff evaluations. Progressive discipline, corrective action, and termination of employees as necessary.

6. Oversees schedule to assure appropriate shift coverage.

7. Oversees all file documentation. Periodically does internal audit of files and review tracking form.

8. Maintains program budget and other administrative tasks as required.

9. Co-facilitates monthly Community Residence staff meetings with assistant manager. Facilitates monthly meetings with overnight staff.

10. Responsible for ensuring compliance with OMH and/ or DOHMH regulations.

11. Responsible for revenue monitoring and reporting.

12. Completion of monthly and annual reports.

13. Responsible for overseeing, identifying, and reporting of Physical Plant safety issues. Interface with General Service personnel.

14. Approval of purchases for Community Residences.

15. Responsible for completing payroll

16. Conduct random spot checks of all shifts to ensure effective operation of shifts.

17. Responsible for maintenance of activity funds and petty cash funds.

18. Participate in integrated activities between Community Residences, i.e. social / recreational activities and cultural events.

19. Reports to Deputy Director.

OPERATIONAL

20. Facilitate communication between program and the Intake Department to ensure maintenance of wait list.

21. Evaluates treatment and care of residents and monitor records . Oversees Program self-audit process.

22. Conduct weekly case reviews with residential staff

23. Review all referrals and determine eligibility for admission.

24. Oversees Residence staff towards development and implementation of Service Plans. Facilitates communication between all staff towards assisting resident in attainment of Service Plan goals.

25. Oversee discharge process. Supervise the implementation of the discharge plan.

26. Responsible for billing of Medicaid.

Responsible for Consumer Evaluation process ( HRA/SPA application) Ensure ongoing training and development of staff.

OTHER RESPONSIBILITIES

Participation in the development and implementation of program trainings. Attend workshops and conferences as requested. OMH mandatory trainings required. Transport residents with agency vehicle as needed. Responsible for maintaining (or having access to) a personal vehicle throughout the course of the work day. Other duties as assigned.
