HOW YOU'LL MAKE AN IMPACT   

You’ll join our talented Program Executive Team managing functional areas that provide support to deliver upgrades and customer enhancements. The platform is a large-scale Java web services environment. It is a three-tiered application (web, application, and database server) with multiple levels of security between each tier.  You’ll directly manage development, testing and operational areas reporting into the Account Executive / Sr. Program Director.You’ll represent the Sr. Program Director when they are unavailable and interface directly with GDIT leadership and customer as needed. We are looking for strong leader with a wide breadth of technology knowledge aligned to the program technologies. In addition to technology expertise, we are seeking experience in health insurance, a track record of leading large development, testing the operational areas within IT. Experience managing external clients is a must. The role will drive change as requested from the customer for new functionality being a key focal point for client communications. The role will also have a strong focus on continuous improvement working closely with internal and external stakeholders.  Experience working within a large highly matrixed organizations is a must.   

WHAT YOU’LL NEED TO SUCCEED:

This position requires a unique combination of skills including leadership and management, IT project management, technical thought leadership and innovation, process maturity, continual service improvement, senior management communications, and systems integration.

Education:

Bachelor’s degree in related field

Required Experience:

Program Management

Ten (10) years of related experience Minimum of five (5) years’ experience managing a staff of over fifty (50) in a complex IT environment. Five (5) years’ or more experience simultaneously managing large scale concurrent projects and effectively responding to unanticipated business priorities. Management of Software development organizations / programs and  budgets.Minimum of three (3) years’ experience implementing quality improvement and customer satisfaction monitoring programs.Demonstrated ability to effectively communicate with customer’s senior management: and demonstrated strong analytical, organizational and problem solving abilities.3 years of Medicaid or Health exchange experience

Technical

Minimum of Seven (7) years in design, development, implementation, operations, maintenance, and modifications of a large MMIS or insurance application.Experience with development programs with significant structured software development scope.Experience with the complete architecture and interfaces related to the current NYSoH program.Demonstrated comprehensive experience managing the planning, developing, testing, and implementing of software application changes.Demonstrated comprehensive experience using the proposed software development life-cycle methodologies and COTS products.Experience with JAVA, Java script, HTML, DB2, MuleSoft, Angular, IBM Rationale, Splunk, Websphere, Alfresco, OpenText, Linux.Track record of managing large software development programs providing strategic and operational direction with a strong sense of urgency to drive issues to closure.

The likely salary range for this position is $191,250 - $258,750. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
