Program Control Analyst
Overview BigBear.ai is seeking a Program Control Analyst who will play a key role in supporting our federal projects by providing financial and program management analysis.   This position will be based out of Chantilly, Va. and can be performed fully remote.   You will collaborate closely with cross-functional teams, program managers, and senior leadership to ensure effective controls for program execution, accurate and predictable financial forecasting, and the overall health and success of a large, multi-year software delivery program. This is a dynamic and challenging role that requires strong analytical skills, financial acumen, and the ability to thrive in a fast-paced environment. What you will do Conduct detailed financial analysis, including budgeting, forecasting, variance analysis, and cost estimating, to support program management decisions and ensure accurate financial reporting; monitor, analyze, and report on the financial health of the program.  Develop and maintain program budgets, track costs, and provide regular reporting on financial performance against established metrics. Monitor project schedules, milestones, and deliverables, identifying potential risks and issues, and recommend appropriate corrective actions. Collaborate with project managers and functional teams to review and analyze program performance, identify areas for improvement and optimize resource allocation. Participate in program reviews, provide analysis on financial status, program health, and funding risks; lead the development and subsequent review of the contract, as well as the estimate at completion (EAC) used for revenue recognition purposes. Assist in proposal development (ECPs) by providing cost estimates, pricing analysis, and supporting financial documentation. Ensure compliance with company policies, procedures, and government agencies regulations, such as the Defense Contract Audit Agency (DCAA) and Federal Acquisition Regulation (FAR)  Assist the Program Management team with the allocation and tracking of resources; recommend contract staffing, Subcontract management and budget/funding adjustments.  Assist with activities related to invoicing and cash collection, as necessary. Assist with the development and maintenance of program documentation, Program Management Plans, and Risk Management Plans; Assist with the creation and maintenance of the contract work breakdown structure (WBS) and associated reports for the Government as specified by the contract. Coordinate with program leadership to ensure the program can secure bonuses and incentives by meeting quality metrics related to transition processes, management of personnel, delivery of CDRLs, management of risk, utilization of small businesses, and auditing of finances.   What you need to have Clearance: Must be able to obtain an interim clearance and maintain a SECRET clearance.  Bachelor's degree in Finance, Accounting, Business Administration, or a related field and 5+ years of experience; Master's degree in Finance, Accounting, Business Administration, or a related field and 3+ years of experience; Associates degree in Finance, Accounting, Business Administration, or a related field and 7+ years of experience; in lieu of a degree, additional 6 years of experience Minimum of 5 years of experience in program control, financial analysis, or related roles, preferably within the defense or government contracting industry Strong understanding of project management principles and financial concepts Proficiency in financial planning and analysis, budgeting, forecasting, and variance analysis Excellent analytical skills, with the ability to interpret complex data and provide actionable insights Experience with government contracts, associated compliance requirements and related agencies, such as FAR and DCAA Advanced proficiency in Microsoft Excel and other financial software applications Strong interpersonal and communication skills, with the ability to effectively collaborate with diverse teams and stakeholders Detail-oriented with a high level of accuracy and ability to meet tight deadlines Ability to adapt to a rapidly changing environment and manage multiple priorities effectively An ability to collaborate effectively with cross-functional teams and subcontractors.  Experience with government contracts and Cost-Plus Award/Incentive Fee (CPA/IF). What we'd like you to have Experience with Unanet, Deltek Costpoint, SAP, or other ERP systems. Experience with Earned Value (EV) management or EV lite methodology and processes . Prior experience working on an Army or DoD program. Prior experience working on a large software program (100+ people). DoD Financial Management Certification Level 2+. Working knowledge of the Agile Scrum methodology.
